‘Save Ganga’ crusader dies after 115 days of fast

As Baba Ramdev broke his nine-day fast at Dehradun’s Himalayan Institute of Medical Sciences (HIMS), a fellow fasting sadhu, Swami Nigamanand in a nearby ward lay dying to protest the Uttarakhand government’s refusal to ban mining along a stretch of Ganga near Rishikesh. On Monday, he died unnoticed, after fasting for 115 days.
The 35-year-old ‘Save the Ganga’ crusader, a seer at Haridwar’s Matri Sadan Ashram, had been on a fast since February 19. On April 27, officials shifted him to Haridwar district hospital as his condition deteriorated. But he still refused to touch food. When Nigamanand slipped into a coma on May 2, he was rushed to HIMS and put on life support system.
Seizing the issue over the death of the fasting sadhu, the Congress hit out at Uttarakhand’s BJP chief minister Ramesh Pokhriyal Nishank for tending to Ramdev to gain political mileage and ignoring Nigamanand, who was fasting for a serious cause.
On May 15, a Matri Sadan functionary, Brahamchari Dayanand, had lodged an FIR at Haridwar kotwali accusing a member of a stone crusher association and a senior doctor for poisoning the swami. Matri Sadan Ashram also accused local police of succumbing to the pressure and dragging its feet to arrest those named in FIR.
The Uttarakhand government had on December 10, 2010, banned quarrying and stone-crushing along the Ganga, as the entire region was eco-sensitive. However, the association of stonecrushers in Haridwar managed to get a stay on the order.

Three US women told to leave India

The fear of proselytization by Christian missionaries has gripped the southern most state Kerala yet again. Three US women tourists were asked to leave the country following complaints that they along with the local pastors were trying to convert “poor families” to Christianity in the coastal area of Alappuzha district in Kerala.
However, the state police said that the three tourists were asked to quit because they had violated the tourist visa rules by trying to attend organized group activities and meetings. The circle inspector (CI) of police J Santhoshkumar who is investigating the case told the TOI that the three women –– Shelly Louise Deeds (50) a nurse in Pennsylvania, her daughter Katelyn Heather Deeds (15) and Diane Gean Harrington, a teacher at Wisconsin had arrived here about 15 days ago, and their tourist visas were valid till November this year.
However, the activists of some Hindu organisations complained to the police that the three were trying to convert the poor people by offering them material inducements. “They were targeting the poor families in the coastal area and were trying to convert them with several offers. The area had significant Hindu and Muslim population while only some recent converts were part of the Christian community. The pastors and foreigners were trying to influence the local people through the new converts. They had visited several houses in the area and conducted prayer sessions,’’ RSS taluk office-bearer Raghu said. The proposed prayer sessions by the local pastors and the tourists created a commotion in the area and the rightwing Hindu organizations threatened to launch a protest.
“We have not received any evidence to indicate the three US women were engaged in conversion-related activities. However,they were about to attend religious prayers session. They have come on visit visas and the law of the land doesn’t permit them to attend any organized meeting or group activities including the prayer sessions. We were not clear about their intentions. That is why we asked them to leave the country, and they agreed. There is no deportation involved. They are now waiting for their return tickets,’’ the district SP Asok Kumar said.
The police sources said they are gathering the details of the activities of the three pastors Sabu (47), Jacob (34) and James (45) from Kottayam district. The police said the US Embassy India had also been informed about the incident.

Delaying Afzal Guru's execution is vote bank politics: BJP

A day after mercy petitions of two death row convicts were rejected by President Pratibha Patil, the Bharatiya Janata Party (BJP) Friday demanded rejection of the mercy plea of parliament terror attack accused Afzal Guru, terming the delay in his execution "vote-bank politics".
"It is a copy book example of vote-bank politics. A few days back there was a comment from (Delhi Chief Minister) Sheila Dikshit and her officers that the then home minister Shivraj Patil had asked to delay the petition," party spokesman Ravishankar Prasad told reporters.

"Tthe mercy petition should be rejected at the earliest and action be taken," Prasad said.

"This (the parliament attack) was an attack on the nation. Had even one person gone inside parliament with an AK-47, the entire leadership of all political parties could have been killed, and it has been treated like this," he said.

President Patil Thursday rejected the mercy petition of Davinder Pal Singh Bhullar, who was convicted for the 1993 car bomb attack outside the Indian Youth Congress office in New Delhi that killed 12 people and injured 29.

The president has also rejected the mercy petition of Mahendra Nath Das of Assam, who was sentenced to death for murdering a person while out on bail in another murder case.

Afzal Guru is accused of collaborating with five terrorists who attacked India's parliament Dec 13, 2001, killing nine security personnel and staff before being gunned down.

தேசிய அவமானமான ஸ்பெக்ட்ரம் பற்றி நாம் அறிவோம், அதில் ஒண்ணேமுக்கால் லட்சம் கோடி ரூபாய் அளவுக்கெல்லாம் ஊழல் செய்யப்படவேயில்லை என்றெல்லாம் மக்களே பேச ஆரம்பித்துவிட்டனர். ராஜா கைது தான் செய்யப்பட்டாரே தவிர குற்றம் நிரூபிக்கப்படவில்லை, அதுவரை நாங்கள் அவரை அரவணைத்துக் காப்போம் என்கிறார் முதல்வர். இது தினம் ஒரு அறிக்கை வரும் தேர்தல் நேரம்,மக்கள் சிந்திக்க வேண்டிய காலம், அப்படி ஸ்பெக்ட்ரம் ஊழலில் மெய்யாகவே நடந்தது என்ன ?!!! என்பதை துபாயில் பணிபுரியும் சிவக்குமார் என்னும் பொறியாளர் அருமையாக ஆய்வு செய்து எழுதியுள்ளார், இது இப்போது இமெயிலில் வரத்துவங்கிவிட்டது, இனியேனும் நன்கு படித்தவர்கள் அவசியம் சிரமம் பாராமல் சிந்தித்து வாக்களித்து நாட்டைக்காக்கவேண்டும். அவசியம் இதைப்படித்துவிட்டு ஃபேஸ்புக், ஆர்குட், ட்விட்டர் தளங்களில் ஃபார்வர்டும் செய்யவும்.

மக்கள் அனைவரையும் இலவசங்களை மட்டுமே வாங்க தெரிந்த மாக்கான்கள் என்றே நினைத்து விட்டார் நம் முதல்வர். அதற்காகத்தான் தமிழ்நாட்டில் அனைவரும் குழந்தை பெற்றுகொள்கிறார்கள் என்று சொன்னாலும் ஆச்சரிய படுவதற்கு இல்லை. என்னது ஏழைகள் பயன்படுத்தும் அளவிற்கு குறைந்த விலையில் சேவையை கொண்டுவந்தது ராசாவா? மக்களே உண்மையை புரிந்து கொள்ளுங்கள். இந்த புளுகு மூட்டைகளின் பாவத்திற்கு ஆளாகாதீர்கள். விலை குறைந்ததிற்கான காரணத்தை இங்கு குறிப்பிடுகிறேன்.

1999 ஆண்டில் தான் தொலைதொடர்பு உரிமங்கள் வழங்க ஆரம்பிக்கபட்டது. அன்று வெறும் பணம் படைத்தவர்கள் மட்டுமே கைபேசியை பயன்படுத்தினர். எனவே நுகர்வோரின் எண்ணிக்கை மிக குறைவு. சில பல லட்சங்கள் மட்டுமே. தொழில் நுட்பவளமான 1G அல்லது 2G அலைக்கற்றைகள் மிக அதிக அளவில் அரசிடம் கையிருப்பு இருந்துள்ளது. ஆனால் உரிமம் வாங்க உலக அளவிலோ இந்திய அளவிலோ போட்டிகள் இல்லை. விலை கொடுத்து உரிமம் வாங்கியவர்கள் லாபம் பெற நுகர்வோரிடம் நிமிடத்திற்கு அதிக கட்டணம்(In coming and out going ) வசூல் செய்ய கட்டாயம் ஏற்பட்டது. இதில் கவனிக்க வேண்டிய இன்னொரு விஷயம் என்னவென்றால் நாம் தான் வசதி படைத்தவர்களாயிற்றே என்று இஷ்டத்திற்கு பேசி நேரத்தையோ பணத்தையோ அன்றைய வசதி படைத்தவர்கள் விரயம் செய்யவில்லை. குறைவான நேரத்துக்குதான் கைபேசியை பயன்படுத்தினர்.

நுகர்வோரின் எண்ணிக்கை குறைவாக இருந்ததால்தான் அன்று அலைகற்றை உரிமம் பெற அதிக நிறுவனங்கள் முன்வரவில்லை. இதை சரி செய்ய அன்றைய அரசு ஒரு தொலை தொடர்பு புரட்சியை உருவாக்க முயன்றது. விளைவு நாளுக்கு நாள் நுகர்வோரின் எண்ணிக்கை அதிகமானது. இன்றும் அதிகமாகி கொண்டே இருக்கிறது. 2010 நுகர்வோரின் எண்ணிக்கை சுமார் 60 கோடிக்கும் மேல். 2008 இல் 50 கோடிக்கும் மேல்.

இதற்கும் அதிகமான மக்கள் பயன்படுத்தும் அளவுக்கு போதிய அலைகற்றைகள் அரசிடம் இன்றும் உள்ளனர். ஆனால் பயன்படுத்துவோரின் எண்ணிக்கை வெறும் 60 கோடிதான். 122 தகுதி இல்லாத நிறுவனங்களுக்கு உரிமம் வழங்க பட்டுள்ளது. தகுதி என்றால் என்ன? போதிய அனுபவம், வங்கி காசோலை, வங்கி செக்யூரிட்டி டெபொசிட் அது மட்டும் இல்லை வாங்கியவுடன் குறிப்பிட்ட காலத்திற்குள் சேவையை தொடங்க வேண்டும். இந்த குறிப்பை நினைவில் வைத்து கொள்ளுங்கள். பின்னால் உதவும். டாட்டா, ரிலையன்ஸ் போன்ற பெரிய நிறுவனங்களும் உரிமம் வாங்கியுள்ளனர். இதோடு அந்த 122 தகுதி இல்லாத நிறுவனங்களையும் சேர்த்து கொள்ளுங்கள்.

நியாயக் கணக்கு:

இந்தியாவில் 60 கோடி மக்கள் கைபேசி சேவையை பயன்படுத்துவதாக உண்மை தகவல் உள்ளது. எல்லோருக்கும் தெரியும் என்று நினைக்கிறேன். ஒரு நபர் தனது கைபேசியை ஒரு நாளைக்கு சராசரியாக வெறும் 15 நிமிடங்கள் (LOCAL CALLS ONLY) பயன்படுத்துவதாக வைத்துக்கொள்வோம். ஒரு நிமிடத்திற்கு 40 பைசா கட்டணம்.

அப்போது 15x0.40 =6.0 ரூபாய் ஒரு கைபேசியின் மூலம் செலவாகிறது. 60 கோடி கைபேசிகள். 60x6.0 = 360 கோடிகள் ஒரு நாளைக்கு செலவாகிறது. ஒரு மாதத்திற்கு 30x360 = 10,800 கோடிகள். ஒரு வருடத்திற்கு 12x10,800 = 1,29,600 கோடிகள். 2008 இல் 2G ஏலம் விடப்பட்டது. இன்று வரை இரண்டு வருடங்கள் ஆகிறது. அப்போ து குறைந்தபட்ச வருமானம் இன்றுவரை2,59,200 கோடிகள். இது ஒரு நாளைக்கு வெறும் 15 நிமிடங்கள் கைபேசியை பயன்படுத்தினால் இரண்டு வருடத்திற்கு கிடைத்திருக்கும் வருமானம்.

இதோடு SMS, MMS, STD, ISD, சேவை கட்டணம், இணைப்பு கட்டணம்.......இன்னும் என்ன என்னவோ கட்டணங்கள் உள்ளது என்று சொல்கிறார்கள் மற்றும் 15 நிமிடத்திற்கு அதிகமாக பயன்படுத்துவோரின் செலவையும் சேர்த்தால் எத்தனை கோடி கோடிகள் வருமானமாக கிடைக்கும் என்பதை நீங்களே கணக்கிட்டு கொள்ளுங்கள். என்னால் கணக்கிடவே முடியவில்லை. என்னிடம் உள்ள கால்குலேட்டர் மற்றும் கணினி காண்பிப்பது "INFINITIVE". நான் தற்போது இந்தியாவில் இல்லை. இருந்திருந்தால் அனைத்தையும் அலசி ஆராய்ந்து இதைவிட இன்னும் துல்லியமாக நடந்த ஊழலின் அளவை குறிப்பிட்டு இருப்பேன். இந்த வருமானம் அனைத்தும் அரசுக்கு கிடைத்திருக்க வேண்டும். அது மக்களை சென்று அடைந்து இருக்கவேண்டும். கிடைத்ததா?

மக்களை சென்றடைந்ததா? நிச்சயம் இல்லை என்றுதான் ஒவ்வொரு மக்களும் கூறவேண்டும். அப்படி என்றால் இந்த மக்கள் பணம் சட்டத்திற்கு புறம்பாக யாரிடமோ சென்று அடைந்துள்ளது. இந்த ஊழல் பணம் அடுத்த சில ஆண்டுகளில் தனது சொந்தநாட்டு மக்களையே தாக்கப்போகிறது. விலைவாசி உயரும். பொருளாதாரம் நாசாகும். "Above middle Class" மக்கள் நடுத்தர மக்களாகவும், நடுத்தர மக்கள் ஏழைகளாகவும், ஏழை மக்கள் மேலும் பரம ஏழைகளாகவும் மாறுவார்கள்.

ஜனநாயகம் வேரோடு அழியும். மனிதாபிமானம், மனிதநேயம் மண்ணோடு மண்ணாகும். ரௌடிசம்,குற்றசம்பவங்கள் தலைவிரித்து ஆடும். கடந்த ஐந்தாண்டுகளாக ஆயுள் கைதியாக உள்ள நடுநிலை பத்திரிகைகள் இனி மரண தண்டனை கைதிகளாக மாற்றப்பட்டு தூக்கில் போடப்படும்.

துரோகம்-1: உரிமம் வாங்கிய அனைத்து நிறுவனங்களும் சுமார் 13000 கோடிக்கும் அதிகம் பொறுமானம் உள்ள(உதாரணம் S .TEL நிறுவனம்13000 கோடிக்கு வாங்க முன்வந்தது) அலைகற்றைகள் உரிமத்தை அடிமாட்டு விலைக்கு அதாவது 1200 , 1300 ,1650 கோடிகளுக்கு திட்டமிட்டு விற்கப்பட்டுள்ளது. அரசுக்கு சேரவேண்டிய, மக்களுக்கு சேர வேண்டிய வருவாய் சில சுய நலவாதிகளை சென்றடைந்துள்ளது.

துரோகம்-2: பெரும்பாலான நிறுவனங்கள் தங்கள் உரிமத்தின் பங்குகளை வெளி நாட்டு நிறுவனங்களுக்கு விற்று கொள்ளை லாபம் பார்த்துள்ளனர். இதனால் அரசுக்கு அதாவது பல கோடி மக்களுக்கு கிடைக்க வேண்டிய அரசின் வருவாய் சில சுய நல தனி மனிதர்களை சென்று அடைந்துள்ளது.

துரோகம்-3: தகுதி இல்லாமல் உரிமம் வாங்கிய 122 நிறுவங்களில் பெரும்பாலான நிறுவனங்கள் இன்னும் சேவையை தொடங்கவில்லை. இதில் "swan, Unitech" போன்ற லெட்டர் பேட் நிறுவனங்களும் அடங்கும். இந்த நிறுவனகள் ஏன் இன்னும் சேவையை தொடங்கவில்லை என்று உள்ளூர ஆராய்ந்தால் மிக தெளிவாக புரியும். பெரிய நிறுவனங்கள் போட்டி இல்லாமல் தொலைதொடர்பு துறையில் கொள்ளை லாபம் பார்க்க அதாவது கட்டணம் என்ற பெயரில் மக்களின் உழைப்பை சுரண்ட பெரும்பாலான தகுதி இல்லாத பினாமி லெட்டர் பேட் நிறுவனங்கள் இன்னும் சேவையை தொடங்கவில்லை.

இவைகள் சேவையை தொடங்கி இருந்தால் சந்தையில் போட்டி அதிகமாகி கைபேசியில் பேசும் கட்டணம் இப்போது இருப்பதை விட மேலும் குறைந்திருக்கும். ஒரு வேளை இதற்காகத்தான் திட்டமிட்டு "S.TEL போன்ற போட்டி நிறுவனங்களுக்கு உரிமம் வழங்கவில்லை என்ற சந்தேகம் தெளிவாக எழுகிறது.

துரோகம்-4: MTNL BSNL போன்ற அரசு நிறுவனங்களுக்கு அதிக அளவில் அலைகற்றைகளை ஒதுக்கி போதிய ஆப்பெரடர்களை நியமித்து இருந்தால் கைபேசியில் பேசும் கட்டணம் நிமிடத்திற்கு வெறும் ஒரு பைசாவுக்கு வந்திருக்கும். மக்கள் அரசினால் பயன் அடைந்து இருப்பார்கள்.
துரோகம்-5: தகுதி இல்லாமல் உரிமம் வாங்கிய லெட்டர் பேட் நிறுவனங்கள் தனது பங்குகளை பல வெளி நாட்டு நிறுவனங்களுக்கு விற்றுள்ளனர். அதில் பாகிஸ்தான் போன்ற நாடுகளும் அடங்கும். இந்தியாவின் தொலை தொடர்பு துறையை இந்த நாடுகளும் பயன்படுத்துகின்றனர். இது உள்நட்டு மக்களின் பாதுகாப்புக்கு மிக பெரிய அச்சுறுத்தல்.

துரோகம்-6: நீரா ராடியா தொலைபேசி உரையாடல்கள், CAG ,தொலைதொடர்பு சம்பந்தபட்ட, கைபற்றபட்ட ஆவணங்கள், சம்பந்தபட்ட பிரதமர் அலுவலக கடிதங்கள் புறகணிப்பு, சட்ட,நிதி துறை கடிதங்கள் புறகணிப்பு, TRAI பரிதுரைகள் புறகணிப்பு இப்படி கோடி கணக்கில் ஆதாரங்கள், சாட்சிகள். முதலில் வருபவருக்கே முன்னுரிமை என்று முந்தைய ஆட்சியாளர்கள் வகுத்த அடிப்படை கொள்கை கூட பின்பற்றப்படவில்லை. அதிலும் முறைகேடு.

துரோகம்-7: இவ்வளவு குற்றங்கள் செய்தும் சம்பந்தபட்ட குற்றவாளிகள் செய்த தவறை ஒப்பு கொள்ளாமல் நாங்கள் தவறு செய்யவில்லை என்று மக்களிடம் பொய் பிரச்சாரம் செய்வது மக்களுக்கு இழைக்கப்பட்ட ஏழாவது துரோகம். இதன் உச்சகட்டம்தான் 2G யில் ஊழலும் இல்லை நஷ்டமும் இல்லை என்று மத்திய அமைச்சரின் பத்திரிகை பேட்டி. இந்த உலகத்திலே தான் மட்டும்தான் புத்திசாலி வக்கீல் மற்ற அனைவரும் அடி முட்டாள்கள் என்ற ஆணவ நினைப்பு.
துரோகம்-8: நடந்த அனைத்து தேச துரோகங்களும், குற்றங்களும் பொருளாதார மேதை பிரதமருக்கு தெரிந்தே கண்முன்னே நடந்துள்ளது. இருந்தும் பிரதமர் வாய் மூடி மௌனியாக இருப்பது மக்களுக்கு இழைக்கபடும் மகா மகா துரோகம்.

துரோகம்-9: ஸ்பெக்ட்ரம் விவகாரத்தில் முறைகேடாக பெறபட்ட பணங்கள் பெரும்பாலானவை இந்தியாவில் புழக்கத்தில் இல்லாமல் அந்நிய நாடுகளில்,வங்கிகளில் முதலீடு செய்யப்பட்டுள்ளதாக தகவல். இந்த பணம் அரசுக்கு வருவாயாக கிடைத்து இருந்தால் ஏராளமான அரசு கல்லூரிகள், பள்ளிகள், பாலங்கள், மருத்துவமனைகள், தொழிற்சாலைகள் என்று உருவாக்கி அனைவருக்கும் கல்வி,வேலைவாய்ப்பு, அடிப்படை வசதிகள் என்று ஏற்படுத்தி ஏழைகளே இல்லாத நாட்டை உருவாக்கி இருக்கலாம். இலவசங்கள் பெறாத மக்களை கண்டிருக்கலாம்.

துரோகம்-10: ஸ்பெக்ட்ரம் ஊழல் பணத்தை பயன்படுத்தி தலித் பற்றும் பிற இனத்தை சேர்ந்த ஏழை விவசாய மக்களிடம் மிரட்டி விளை நிலங்களை அடிமாட்டு விலைக்கு வாங்கப்பட்டதாக தகவல். இது மக்களுக்கு இழைக்கபட்ட துரோகம் பத்து. ஒரு முறைகேட்டை செய்து அதையே மூலதனமாக வைத்து இன்னொரு முறைகேடு செய்யப்பட்டுள்ளது. ஊழல் செய்வதினால் மக்களுக்கு இழைக்கபடும் துன்பங்களுக்கு இதை விட சிறந்த உதாரணம் வேறென்ன வேண்டும். நண்டு கொழுத்தால் வலையில் தங்காது. இதுதான் ஊழலின் விளைவுகள். இவர்கள் ரத்தம் குடிக்கும் கொசுக்கள் மாதிரி. நம்மிடம் உள்ள ரத்தத்தை உறிஞ்சுவதோடு மட்டும் இல்லை அதோடு சேர்த்து நோய் கிருமிகளையும் நமது ரத்தத்தில் விட்டு செல்கின்றனர்.

Radar guns used by police to spot speeding motorists could help identify would-be suicide bomber in a crowd, say researchers.
A radar gun fires microwave pulses at a car and measures the Doppler shift of the reflected signal to calculate its velocity. However, the strength and polarisation of the reflected signal – the radar cross section – can provide additional information about the size and shape of the reflecting object and the material it is made from.
Researchers wondered whether the wiring in a suicide vest would alter the radar cross section of a bomber enough to allow a radar gun to pick him or her out in a crowd, reports New Scientist.
To find out, William Fox of the Naval Postgraduate School in Monterey, California, and John Vesecky of the University of California, Santa Cruz, used software to simulate how radar signals at 1 gigahertz and 10 gigahertz would be reflected by the most common arrangements of looped wiring typically used by suicide bombers.
They found that the clearest reflected signals were in the 10 gigahertz range.
Together with colleague Kenneth Laws, they then fired low-power 10 gigahertz radar pulses at groups of volunteers, some wearing vests wired up like suicide vests.
About 85% of the time, telltale factors in the polarisation of the reflected signals allowed them to correctly identify a “bomber” up to 10m away.
The team now hopes that the US army will fund further development of the system, allowing them to boost the detection rate and include refinements to avoid false alarms being triggered by metal parts in underwired bras, jewellery and earphone leads.
The researchers suggest military checkpoints would be major users of such a system – but it could also be installed alongside CCTV cameras in shopping malls, railway stations, airports and high streets.

IBM scientists have said that a pioneering research effort could shrink the world’s most powerful supercomputer processors to the size of a sugar cube.
The approach will see many computer processors stacked on top of one another, cooling them with water flowing between each one.
The aim is to reduce computers’ energy use, rather than just to shrink them. Some 2% of the world’s total energy is consumed by building and running computer equipment.
Bruno Michel said future computer costs would hinge on green credentials rather than speed.
Michel and his colleagues have already built a prototype to demonstrate the water-cooling principle. Called Aquasar, it occupies a rack larger than a refrigerator. IBM estimates that Aquasar is almost 50% more energy-efficient than the world’s leading supercomputers.
“In the past, computers were dominated by hardware costs – 50 years ago you could hold one transistor and it cost a dollar, or a franc,” the BBC quoted Michel as saying at IBM’s Zurich labs.
Now when the sums are done, he said, the cost of a transistor works out to 1/100th of the price of printing a single letter on a page.
The overwhelming cause of those energy costs is in cooling, because computing power generates heat as a side product.
“In the future, computers will be dominated by energy costs,” said Michel.
Until recently, the supercomputer at the top of that list could do about 770 million computational operations per second at a cost of one watt of power.
The Aquasar prototype clocked up nearly half again as much, at 1.1 billion operations. Now the task is to shrink it.

The Congress party on Tuesday studiously avoided all reference to two raging controversies - the Adarsh housing society scam and the corruption in the Commonwealth Games - at its special All India Congress Committee (AICC) meet here.

The AICC meet was addressed by party chief Sonia Gandhi, Prime Minister Manmohan Singh, Rahul Gandhi and other Congress leaders and attended by around 1,200 delegates.

Not a single word was mentioned by the leaders - including Pranab Mukherjee - on the two controversial topics.

In fact, Maharashtra Chief Minister Ashok Chavan whose role in the Adarsh housing scam is being probed by a two-member Congress panel, was seated on the dais. Party MP Suresh Kalmadi, facing allegations of corruption in the organisation of the Commonwealth Games, was seated in the front row.

When a former chief minister of Orissa, Hemanand Biswal, mentioned about the Commonwealth Games, there was expectation that he would touch upon the corruption issue. But Biswal limited his references to the demand for reservation for tribals in Delhi, who had worked for the Games projects in the national Capital.

The AICC meeting was convened on Tuesday to fulfil the party's constitutional obligation to elect members to the party working committee, the party's highest decision-making body.

The meeting unanimously authorized Sonia Gandhi to nominate the CWC members and other office-bearers.

Since Sonia Gandhi became president of the party in 1998, elections to CWC have not been held.

In her inaugural remarks, Sonia Gandhi emphasized that the Congress respects its coalition partners in states but would also attempt to gain strength on its own and keep its 'political space'.

'The party is in coalition in some states. We respect coalitions but that does not mean we will not work to gain strength or that we will leave our political space,' she said.

Pointing out that 10 states will go to assembly polls in next two years, Sonia said the party has to work with dedication and unity for its victory in the polls.

She said the party was steadfast in opposing communalism. The statement adopted by the meeting, which was read by Mukherjee, said 'recent revelations through detailed investigations have exposed the true character of RSS (Rashtriya Swayamsevak Sangh) and its sister organizations'.

Without mentioning Congress general secretary Rahul Gandhi, she praised his efforts at democratising the working of the Youth Congress and the National Students Union of India (NSUI).

Rapid Action Force was called out as members of two communities clashed in the Basirhat sub-division of North 24 Parganas, about 150 km from Kolkata, leaving at least 24 persons, including the officer-in-charge of a police station, injured.

Reportedly, clashes started around 11 pm on Monday and continued intermittently till Tuesday morning when members of one community started digging the pathway leading to a Durga temple at Chattal Pally village in Deganga police station, sources said.

“When repeated requests to stop the digging failed, we called the police,” said one of the victims, adding that the clashes started only when the police intervened.

Some people reportedly led by local ruffians — Maqbur Rehman and Mintu Sahji — attacked shops selectively and ransacked a couple of religious places, sources said, adding that a mob of about 500 persons resorted to massive stone-pelting, injuring three policemen. Officer-in-charge of Deganga, Arup Ghosh, received head injuries and suffered fracture in his hand.

District Magistrate V Kumar said precautions had been taken and curfew had been clamped in the area. Paramilitary forces had been called out to assist the RAF, sources said, refusing to give further details.

Two temples of Kartickpur and Deganga Biplabi colony were desecrated by the mob, sources said. “When we protested, they chased us with swords and hurled bombs. The police intervened but were hopelessly outnumbered,” Anil, a local who was also injured in the clashes, said.

A particular community wanted to stop the 25-year Durga Puja in the area but failed in the face of resistance from the other community, sources said, but added that in recent times the administration in its bid to woo the minorities after the 2009 General Elections “simply looked the other way leaving us at their mercy”.

The clashes spread to Kartickpur, Kadambagachi area as four stationary buses were torched. Traffic on the Deganga-Kadambagachi-Basirhat route came to a standstill even as the police resorted to lathicharge to control the crowd. The mob attacked shops at Beliaghata market as well, police sources said, adding, the situation was tense but under control.

“The situation could have been even worse had it not been a bandh day on Tuesday,” police said and added that the area, a busy market place on a normal day, could have witnessed major violence.

Basirhat, a parliamentary constituency bordering Bangladesh held till 2009 by the CPI, was wrested by Trinamool Congress’ Nurul Islam. Deganga-Berachapa, which has a Muslim population of more than 69 per cent, had been otherwise a peaceful area which made news only in 2008 following reports of land-acquisition. The local population united against the reported Government move to acquire land leading the administration to shelve the projects.

Eight out of 29 blocks have a ‘minority-dominated’ population, thanks to unchecked infiltration from Bangladesh, locals complained, adding, the protest against infiltration continued to be an irritant between the two communities.

“TC leader Ratna Chowdhury was pressuring the police not to take any action against the erring mob which selectively looted and ransacked shops of a particular community,” said Anil.

There was no communication from administration. Locals complained both the Left and the TC leaders, including Islam, were backing the attackers. “We are under continuous threat in our own country and if this trend continues, we will have to migrate to some other district,” Subhashis Tarafdar, a local, said.

BJP demands arrest of troublemakers in WB communal violence

BJP demanded stern action against the perpetrators of the communal violence in Deganga in West Bengal's North 24 Parganas district.

Claiming that a Trinamool Congress leader Haji Nurul Islam was instigating trouble there, BJP MP from the Rajya Sabha Chandan Mitra said Islam and others who wrecked havoc in the area should be arrested.

'Elections are scheduled in the region soon. The violence is aimed at creating disturbance among a particular community. The Left government should ensure that locals who fled when their villages were attacked return to their places of dwelling,' Mitra told reporters here. He said when the violence continued unabated for almost three days, BJP Parliamentary party chief L K Advani instructed a delegation to visit the affected areas and take stock of the situation.

'It was shocking to see that hundreds of people had left their villages and fled. Numerous shops, houses were gutted. The Left government reacted very late to the situation but gave some compensation to some victims,' Mitra said. He said the troublemakers were attempting to hamper the preparations for Durga Puja celebrations at a venue that has been going on for the past 40 years and the core issue was about land-grabbing.

The BJP MP said the area has never witnessed any communal violence despite infiltration by Bangladeshis for several years now.

One person was killed and 25 others, including a DSP and seven policemen, injured in the violence after several places of worship were desecrated following clashes between two groups on Thursday.

The CPI-M and TC have been blaming each other over the violence and senior Left leader Prakash Karat has accused the rival party of trying 'to isolate' the CPI-M and other Left parties in the state.

The BJP has accused both the parties of indulging in politics of 'competitive appeasement'. Also present with Mitra at the press meet was Nishikant, the Lok Sabha MP from Godda (Jharkhand), who spoke about the strangle-hold of Naxals in several districts of the state such as Dumka, Godda, Jamtara, Pakur and Sahebganj.

A police officer was killed while two of his colleagues were injured in a fierce encounter with Maoists in the hilly jungles of Jama block in Dumka on Friday.

'I have time and again brought to the notice of the Centre the backwardness of these districts. Absence of basic amenities and lack of development has led to locals helping Naxals,' the BJP MP said.

What you're looking at here are the first ever manifestations of what India's UCAV, codenamed AURA, could look like. These are images from an official presentation (see slide) by India's Aeronautical Development Establishment (ADE) director PS Krishnan, outlining AURA (Autonomous Unmanned Research Aircraft), a programme that was nameless and obscure in the public domain before it was reported on here on LiveFist and on Headlines Today. As you can see from the slide, the ADE describes the AURA as a "self defending" high speed reconnaisance UAV with a "weapon firing capability", which seems a typically laboured way of describing the obvious. With the programme still in its project definition stage, the images used in the slide above are likely just representative (the tacky flag-on-underbelly routine a-la Lockheed Nighthawk with stars and stripes), though it's a definite indication of how the programme's scientists are thinking. It's all fully in line with what former DRDO chief controller for Aeronautics said in 2007: that India's combat drone would be a stealthy flying-wing concept aircraft with internal weapons and a turbofan engine.

In the twilight of the Cold War, the United States spent millions of dollars to supply Afghan schoolchildren with textbooks filled with violent images and militant Islamic teachings, part of covert attempts to spur resistance to the Soviet occupation.

The primers, which were filled with talk of jihad and featured drawings of guns, bullets, soldiers and mines, have served since then as the Afghan school system's core curriculum. Even the Taliban used the American-produced books, though the radical movement scratched out human faces in keeping with its strict fundamentalist code.

As Afghan schools reopen today, the United States is back in the business of providing schoolbooks. But now it is wrestling with the unintended consequences of its successful strategy of stirring Islamic fervor to fight communism. What seemed like a good idea in the context of the Cold War is being criticized by humanitarian workers as a crude tool that steeped a generation in violence.

Last month, a U.S. foreign aid official said, workers launched a "scrubbing" operation in neighboring Pakistan to purge from the books all references to rifles and killing. Many of the 4 million texts being trucked into Afghanistan, and millions more on the way, still feature Koranic verses and teach Muslim tenets.

The White House defends the religious content, saying that Islamic principles permeate Afghan culture and that the books "are fully in compliance with U.S. law and policy." Legal experts, however, question whether the books violate a constitutional ban on using tax dollars to promote religion.

Organizations accepting funding from the U.S. Agency for International Development must certify that tax dollars will not be used to advance religion. The certification states that AID "will finance only programs that have a secular purpose. . . . AID-financed activities cannot result in religious indoctrination of the ultimate beneficiaries."

The issue of textbook content reflects growing concern among U.S. policymakers about school teachings in some Muslim countries in which Islamic militancy and anti-Americanism are on the rise. A number of government agencies are discussing what can be done to counter these trends.

President Bush and first lady Laura Bush have repeatedly spotlighted the Afghan textbooks in recent weeks. Last Saturday, Bush announced during his weekly radio address that the 10 million U.S.-supplied books being trucked to Afghan schools would teach "respect for human dignity, instead of indoctrinating students with fanaticism and bigotry."

The first lady stood alongside Afghan interim leader Hamid Karzai on Jan. 29 to announce that AID would give the University of Nebraska at Omaha $6.5 million to provide textbooks and teacher training kits.

AID officials said in interviews that they left the Islamic materials intact because they feared Afghan educators would reject books lacking a strong dose of Muslim thought. The agency removed its logo and any mention of the U.S. government from the religious texts, AID spokeswoman Kathryn Stratos said.

"It's not AID's policy to support religious instruction," Stratos said. "But we went ahead with this project because the primary purpose . . . is to educate children, which is predominantly a secular activity."

Some legal experts disagreed. A 1991 federal appeals court ruling against AID's former director established that taxpayers' funds may not pay for religious instruction overseas, said Herman Schwartz, a constitutional law expert at American University, who litigated the case for the American Civil Liberties Union.

Ayesha Khan, legal director of the nonprofit Americans United for Separation of Church and State, said the White House has "not a legal leg to stand on" in distributing the books.

"Taxpayer dollars cannot be used to supply materials that are religious," she said.

Published in the dominant Afghan languages of Dari and Pashtu, the textbooks were developed in the early 1980s under an AID grant to the University of Nebraska-Omaha and its Center for Afghanistan Studies. The agency spent $51 million on the university's education programs in Afghanistan from 1984 to 1994.

During that time of Soviet occupation, regional military leaders in Afghanistan helped the U.S. smuggle books into the country. They demanded that the primers contain anti-Soviet passages. Children were taught to count with illustrations showing tanks, missiles and land mines, agency officials said. They acknowledged that at the time it also suited U.S. interests to stoke hatred of foreign invaders.

"I think we were perfectly happy to see these books trashing the Soviet Union," said Chris Brown, head of book revision for AID's Central Asia Task Force.

AID dropped funding of Afghan programs in 1994. But the textbooks continued to circulate in various versions, even after the Taliban seized power in 1996.

Officials said private humanitarian groups paid for continued reprintings during the Taliban years. Today, the books remain widely available in schools and shops, to the chagrin of international aid workers.

"The pictures [in] the texts are horrendous to school students, but the texts are even much worse," said Ahmad Fahim Hakim, an Afghan educator who is a program coordinator for Cooperation for Peace and Unity, a Pakistan-based nonprofit.

An aid worker in the region reviewed an unrevised 100-page book and counted 43 pages containing violent images or passages.

The military content was included to "stimulate resistance against invasion," explained Yaquib Roshan of Nebraska's Afghanistan center. "Even in January, the books were absolutely the same . . . pictures of bullets and Kalashnikovs and you name it."

During the Taliban era, censors purged human images from the books. One page from the texts of that period shows a resistance fighter with a bandolier and a Kalashnikov slung from his shoulder. The soldier's head is missing.

Above the soldier is a verse from the Koran. Below is a Pashtu tribute to the mujaheddin, who are described as obedient to Allah. Such men will sacrifice their wealth and life itself to impose Islamic law on the government, the text says.

"We were quite shocked," said Doug Pritchard, who reviewed the primers in December while visiting Pakistan on behalf of a Canada-based Christian nonprofit group. "The constant image of Afghans being natural warriors is wrong. Warriors are created. If you want a different kind of society, you have to create it."

After the United States launched a military campaign last year, the United Nations' education agency, UNICEF, began preparing to reopen Afghanistan's schools, using new books developed with 70 Afghan educators and 24 private aid groups. In early January, UNICEF began printing new texts for many subjects but arranged to supply copies of the old, unrevised U.S. books for other subjects, including Islamic instruction.

Within days, the Afghan interim government announced that it would use the old AID-produced texts for its core school curriculum. UNICEF's new texts could be used only as supplements.

Earlier this year, the United States tapped into its $296 million aid package for rebuilding Afghanistan to reprint the old books, but decided to purge the violent references.

About 18 of the 200 titles the United States is republishing are primarily Islamic instructional books, which agency officials refer to as "civics" courses. Some books teach how to live according to the Koran, Brown said, and "how to be a good Muslim."

UNICEF is left with 500,000 copies of the old "militarized" books, a $200,000 investment that it has decided to destroy, according to U.N. officials.

On Feb. 4, Brown arrived in Peshawar, the Pakistani border town in which the textbooks were to be printed, to oversee hasty revisions to the printing plates. Ten Afghan educators labored night and day, scrambling to replace rough drawings of weapons with sketches of pomegranates and oranges, Brown said.

"We turned it from a wartime curriculum to a peacetime curriculum," he said.

UK bans controversial Muslim Indian scholar

Britain's Home Secretary Theresa May has banned controversial Islamic scholar Zakir Naik from entering the United Kingdom.

May banned the entry of the Indian scholar on the grounds of his 'unacceptable behaviour'. The renowned Islamic scholar was scheduled to address lectures at Wembley Arena and Sheffield.

Dr Naik is the founder and president of the Islamic Research Foundation and he owns a TV channel which operates from Mumbai, his hometown.
According to a report in The Daily Telegraph, the home secretary has the authority to exclude or deport an individual if he/she is responsible for writing material that justifies or glorifies terrorist violence or seeks to encourage terror acts.

According to a list published by The Indian Express in 2009, Dr Naik was ranked 82nd among the top 100 most powerful men in India. He was also found to be the third most powerful spiritual leader in India, beaten only by Baba Ramdev and Shri Shri Ravi Shankar.

The Islamic scholar, who holds a MBBS degree, has repeatedly come under criticism for his preachings. The powerful Darul Uloom Deoband seminary has also issued a fatwa against him, urging Muslims against believing his speeches.

Dr Naik has made several alleged inflammatory comments, including suggesting that then US President George W Bush orchestrated the 9/11 terror strike to get an excuse to attack oil-rich nations.

Dr Naik has reportedly cited the Koran and branded Jews as the 'staunchest enemy' of Muslims.

He has also been accused of criticising other religions while upholding the values of Islam.

The popular scholar allegedly supported Al Qaeda chief Osama bin Laden, saying, "If he is fighting the enemies of Islam, I am for him."

Reiterating his stance on every Muslim becoming a terrorist, he allegedly said, "If he is terrorising America the terrorist, the biggest terrorist, every Muslim should be a terrorist."

The paper reports that Dr Naik allegedly compared 'western women' to prostitutes who are 'mere tools in the hands of pleasure seekers and sex marketeers'.

He reportedly claimed that the revealing clothes worn by western women make them more susceptible to rape.

For all the nice words, India is all alone as it seeks to become a great power, says N.V.Subramanian.

Before gullible officials and the press go over the top on the India-relevant portions of the latest US National Security Strategy (NSS) document and the Indian foreign office turns immoderately self-congratulatory in respect of so-called Chinese concessions during President Pratibha Patil's visit, let us throw some cautionary dampeners all around and calmly appraise the situations on the fronts of two of the greatest powers today.

While it is to the good that the Barack Obama administration reaffirms in the NSS document to "(build) a strategic partnership" with India, the proof of the pudding remains in the eating. Nothing so far has suggested that the (aberrant) good relations in the limited field of civil nuclear relations that obtained during the George W.Bush administration have passed undiluted to the current dispensation in Washington, leave aside generic Indo-US bilateral ties, which have plateaued out and lost their drive.

As regards China, the foreign secretary, Nirupama Rao, has been gushing that during the meeting between Patil and Chinese president Hu Jintao, Beijing has shown understanding of and been cooperative about India's ambition to be a permanent veto power in the UN Security Council. The Chinese are quiet about this aspect in their communique. A section of the press has reported that the Chinese statement post the Patil-Hu meeting "ambiguously called on two sides to work together "to increase the representation of developing countries in international affairs", avoiding any mention of UN reforms or the UNSC".

To regain some lost perspective, India is a status quo, non-expansionistic power like the US and unlike China, but at the same time, it does not seek any primacy in world affairs as the US does, and which it has continuously ensured for itself since it entered World War II and powered the Allied victory over Nazi Germany and Japan. India truly seeks a "peaceful rise" and this is not restricted to the Manmohan Singh regime either. It was this non-expansionistic, status quo impulse that convinced Indira Gandhi not to annex Bangladesh and make it another Indian province and a similar intent bound the A.B.Vajpayee government to fight the Kargil War entirely on the Indian side of the LoC and not to open one or two fronts against Pakistan as the military leadership was keen to.

The consequence of this at least on the Pakistani side has been determinedly to inflict a "thousand cuts" on India through terrorist acts, and it is continuing with the stalled prosecution of the LeT terrorist leader and 26/11 mastermind and chief inspirer, Hafez Sayeed. No amount of angry exhortations would provoke the Indian government to launch retaliatory attacks for terrorism, despite the phenomenal preparation of the military to make such attacks successful, and this is reflected in action -- or limited action -- in another sphere, the Indian Ocean. For all its vaunted claim that the Indian Ocean is India's Ocean, India has both stymied the growth of the navy and choked naval ambitions. It is fair to say that on the present trajectory, India would be loath to project power anywhere, be it apropos Pakistan (despite all the war exercises), or in the Indian Ocean. The blundered Sri Lanka intervention has turned the political class cold to power projection in principle, and pushed it to consider other means to accrete national power, of which the 1998 nuclear test is one example, and possibly Manmohan Singh's tilt towards the United States is another.

This writer is most concerned about a tilt towards a foreign power to meet national ambitions, because, almost as a given of international relations, those ambitions won't be met, while concessions have to be made, which cannot be repented in leisure.Consider, for example, the Barack Obama NSS document insofar as it concerns India. It completely glosses over deep and abiding Indo-US differences on Afghanistan and Pakistani terrorism. Obama does not cultivate any special ill-will against India. India simply does not fit the US's scheme of things, regardless of what the NSS document says.

Certainly, Bush's secretary of state, Condoleezza Rice, said much more than the Obama document personally to Manmohan Singh on a visit in 2005, pledging to make India a great power. Where's that pledge, for what it is worth? A simple test of the pledge was if the US would push for India to become a UNSC veto power, and the then president Bush flatly refused. For all Manmohan Singh's kowtowing to America since, it has not taken Indo-US relations in a "strategic" direction, in the real sense of the term. If anything, it has sharpened Indian vulnerabilities in respect of Kashmir and against Pakistani terrorism.

Turning to China, the narrative of relationship is worse, commencing with the 1962 Chinese aggression, and building up with China's nuke and ballistic missile exports to Pakistan against India. As much as India's growth story and its near-miraculous escape from confinement in South Asia in the seventies has surprised China (and this writer), it is not by any means reconciled to either, and its strategic competitive reflex is to keep India down by any and all means. Funnily, Jairam Ramesh mentioned the Indian favour to China during the Copenhagen summit, and strangely sought for more Indian concessions, rather than ask the Chinese to reciprocate. (For the record, this writer is fully supportive of Ramesh's work as environment minister, particularly his decision to scrap BT Brinjal.) It would be nice to think that the Chinese have done an about turn during the Pratibha Patil visit, somehow favouring India as a permanent UNSC member. According to this writer's analysis, that is the last thing the Chinese will agree to, because it would be the beginning of the end of their growing Asian hegemony. It would pour cold water on all their brazen efforts to contain India for over half-a-century.

A calm and rational assessment of the two developments on the US and China fronts that the piece deals with would call upon India not to abandon its caution, and to embrace the hard and gritty way to international preeminence, because that is the only avenue available. India is as unique as the US or China, and those two powers and Russia have found their own unique ways to win world power status. For better or worse, India has chosen to be content with being a status quo, non-expansionist power. This means neither will it provoke hostilities, near or far, nor will it project power, nor will it ever ally with war-mongering powers, which unfortunately includes the United States.

But there will be a price to pay for striving for this Mahatma status among nations, on the assumption that India survives this. India has to be internally strong to repulse external aggression. Because India will be of no use to external interests in their world-domination ambitions, it will consequently get little meaningful assistance in becoming a great stable power. So India will have to fend for itself.

That is its fate. All is not lost, however. India's time will come, in about forty years. But it must grow in that time, and it must grow strong. To give just one example, if we won't carry Pakistan's terrorist war to its territory, then we must build foolproof systems against Pakistani terrorist infiltration. Those systems cannot be imported. It is such ideas, hardened by and emerging from experience, that will secure and power India forward. So while we should not be wanting in our welcome of the appreciative sentiments contained in the Obama NSS document, let us not be carried away. And commonsense tells not to trust the Chinese. It is best to be business-like with them, as this writer has frequently implored. India will have to make its own destiny. Nobody will make it for it.

Chinese sub pops up in middle of U.S. Navy exercise

When the U.S. Navy deploys a battle fleet on exercises, it takes the security of its aircraft carriers very seriously indeed.
At least a dozen warships provide a physical guard while the technical wizardry of the world's only military superpower offers an invisible shield to detect and deter any intruders.
That is the theory. Or, rather, was the theory.
American military chiefs have been left dumbstruck by an undetected Chinese submarine popping up at the heart of a recent Pacific exercise and close to the vast U.S.S. Kitty Hawk - a 1,000ft supercarrier with 4,500 personnel on board.

By the time it surfaced the 160ft Song Class diesel-electric attack submarine is understood to have sailed within viable range for launching torpedoes or missiles at the carrier.
According to senior Nato officials the incident caused consternation in the U.S. Navy.
The Americans had no idea China's fast-growing submarine fleet had reached such a level of sophistication, or that it posed such a threat.

One Nato figure said the effect was "as big a shock as the Russians launching Sputnik" - a reference to the Soviet Union's first orbiting satellite in 1957 which marked the start of the space age.

The lone Chinese vessel slipped past at least a dozen other American warships which were supposed to protect the carrier from hostile aircraft or submarines.

And the rest of the costly defensive screen, which usually includes at least two U.S. submarines, was also apparently unable to detect it.
According to the Nato source, the encounter has forced a serious re-think of American and Nato naval strategy as commanders reconsider the level of threat from potentially hostile Chinese submarines.
It also led to tense diplomatic exchanges, with shaken American diplomats demanding to know why the submarine was "shadowing" the U.S. fleet while Beijing pleaded ignorance and dismissed the affair as coincidence.

Analysts believe Beijing was sending a message to America and the West demonstrating its rapidly-growing military capability to threaten foreign powers which try to interfere in its "backyard".

The People's Liberation Army Navy's submarine fleet includes at least two nuclear-missile launching vessels.

Its 13 Song Class submarines are extremely quiet and difficult to detect when running on electric motors.

Commodore Stephen Saunders, editor of Jane's Fighting Ships, and a former Royal Navy anti-submarine specialist, said the U.S. had paid relatively little attention to this form of warfare since the end of the Cold War.
He said: "It was certainly a wake-up call for the Americans.
"It would tie in with what we see the Chinese trying to do, which appears to be to deter the Americans from interfering or operating in their backyard, particularly in relation to Taiwan."
In January China carried a successful missile test, shooting down a satellite in orbit for the first time.
The incident, which took place in the ocean between southern Japan and Taiwan, is a major embarrassment for the Pentagon.

9 Al Umma prisoners released in Coimbatore

He was a teenage ‘human bomb’ that failed to explode during the serial blasts that shattered the industrial hub of Coimbatore in February 1998. On Tuesday, a smiling Fakrudeen Ali Ahmed and eight other Al Umma men, convicted for harbouring, planting and distributing explosives, walked free from Coimbatore Central Prison after the DMK government remitted their 13-year sentences to mark the birth centenary of party founder CN Annadurai.
All nine prisoners were released from jail in the early hours of Tuesday. Another convict, Yousuf Abdul Wahab, who was also granted a pardon, was not freed because he faces two more criminal cases for harbouring explosives and for intimidating jail staff.
The nine who walked free are aged between 27 and 45, and were due for release in 2011. Taking into consideration provisions for “good conduct in jail”, they could have been let off either in December 2009 or sometime next year, prison officials said.
The decision to release them as a humanitarian gesture has raised legal questions because last year the state government had said that it would not commute the sentences of prisoners convicted for serious crimes involving explosives, arms, drugs and violence against women. The DMK government released more than 1,400 prisoners to mark the commencement of Anna’s birth centenary celebrations in September 2008, including some serving life sentences. A petition challenging the release is pending in the Supreme Court.

Pakistan says it has handed over to India evidence of the involvement of its external spy agency Research and Analysis Wing (RAW) in terrorist activities in its country, including the attack on the Sri Lankan cricket team in Lahore and on a police academy on the outskirts of the city earlier this year.

Quoting sources, Dawn said on Wednesday a dossier containing proof of India's involvement in "subversive activities" in Pakistan was handed over by Prime Minister Yousuf Raza Gilani to his Indian counterpart Manmohan Singh during their meeting at Sharm el-Sheikh last week.

The evidence has also been shared with the US and Afghanistan, with Kabul being asked to prevent the use of its territory for disruptive activities against Pakistan.

"Although the information given to India is being kept highly secret, broad outlines of the dossier available with Dawn reveal details of Indian contacts with those involved in attacks on the Sri Lankan cricket team and the Manawan police station," the newspaper said.

"Operatives of RAW who remained in touch with the perpetrators of the attacks have been identified and proof of their interaction have been attached," it added.

A description of Indian arms and explosives used in the attack on the Sri Lankan team has been made part of the dossier, besides which the names and particulars of the perpetrators, who illegally entered Pakistan from India and joined their accomplices who had reached Lahore from Waziristan, have been mentioned, the report said.

The dossier is also said to list the safe houses being run by RAW in Afghanistan where terrorists are trained and launched for missions in Pakistan.

"The dossier also broadly covers the Indian connection in terror financing in Pakistan.

A substantial part of the shared material deals with the Balochistan insurgency and Indian linkages with the insurgents, particularly Bramdagh Bugti, Burhan and Sher Khan," Dawn said.

Photographs of their meetings with Indian operatives are part of the evidence, which also describes Bugti's visit to India and the meetings he had with Indian secret service personnel, it added.

The dossier also mentions an India-funded training camp in Kandahar where Baloch insurgents, particularly those from Bugti clan, were being trained and provided arms and ammunition for sabotage activities in the Pakistani province.

Dawn quoted its sources as saying that Manmohan Singh had agreed to "look into Pakistani claims" and to take "corrective action" if proven. He is said to have assured Gilani that India is against interference in other countries and Pakistan's stability was important for them.

"Yes, these issues were discussed," Foreign Office spokesperson Abdul Basit said when asked about the meeting.

King of Pop Michael Jackson is dead - official

Michael Jackson, the child star turned King of Pop who set the world dancing but whose musical genius was overshadowed by a bizarre lifestyle and sex scandals, died on Thursday. He was 50.

Jackson was pronounced dead at about 2:26 p.m. PDT (2126 GMT) after arriving at a Los Angeles hospital in full cardiac arrest, said Fred Corral of the Los Angeles County Coroner's office. The cause of death was not known and an autopsy would likely take place on Friday, he said.

Jackson's sudden death had been reported earlier by U.S. media, which said he was taken ill at his home and rushed to the hospital by paramedics who found him not breathing when they arrived.

Known as the "King of Pop," for hits that included "Thriller" and "Billie Jean," Jackson's dramatic, one-gloved stage presence and innovative dance moves were imitated by legions of fans around the world.

He transformed music videos and his lifetime record sales tally is believed to be around 750 million, which, added to the 13 Grammy Awards he received, made him one of the most successful entertainers of all time.

But Jackson's belief that "I am Peter Pan in my heart", his preference for the company of children, his friendship with a chimp, his high-pitched voice and numerous plastic surgeries also earned him critics and the nickname "Wacko Jacko."

Jackson, who had lived as a virtual recluse since his acquittal in 2005 on charges of child molestation, had been scheduled to launch a comeback tour from London next month.

Quincy Jones, who helped arrange the music on the album "Thriller" and produced the "Off the Wall" album, told MSNBC: "I am absolutely devastated at this tragic and unexpected news."

"For Michael to be taken away from us so suddenly at such a young age, I just don't have the words. I've lost my little brother today, and part of my soul has gone with him."

SOLD-OUT SHOWS

Jackson had been due to start a series of concerts in London on July 13 running until March 2010. The singer had been rehearsing in the Los Angeles area for the past two months. The shows for the 50 London concerts sold out within minutes of going on sale in March.

"Rarely has the world received a gift with the magnitude of artistry, talent, and vision as Michael Jackson," said Neil Portnow, president and CEO of The Recording Academy in a statement.

"He was a true musical icon whose identifiable voice, innovative dance moves, stunning musical versatility, and sheer star power carried him from childhood to worldwide acclaim."

There were concerns about Jackson's health in recent years but the promoters of the London shows, AEG Live, said in March that Jackson had passed a 4-1/2 hour physical examination with independent doctors.

Outside the hospital in Los Angeles about 200 fans and reporters gathered on Thursday, waiting for confirmation of Jackson's death or condition.

Some fans were crying and hugging each other, and others were climbing atop fences to get a better look at a microphone stand where a news conference was supposed to take place.

"I hope he's gone to God, and I hope that he's free of all the troubles he's been plagued with," Tonya Blazer, 50, who said she had been a fan going back more than four decades to his days as a child star.

"I just feel like I'm paying tribute to him," said Dawn Burgess, 42, a fan who said she had posters of Michael pinned to her bedroom wall when she was a child.

CHILD STAR TO MEGASTAR

Jackson was born on Aug. 29, 1958, in Gary, Indiana, the seventh of nine children. Five Jackson boys -- Jackie, Tito, Jermaine, Marlon and Michael -- first performed together at a talent show when Michael was 6. They walked off with first prize and went on to become a best-selling band, The Jackson Five, and then The Jackson 5.

Jackson made his first solo album in 1972, and released "Thriller" in 1982, which became a smash hit that yielded seven top-10 singles. The album sold 21 million copies in the United States and at least 27 million worldwide.

The next year, he unveiled his signature "moonwalk" dance move while performing "Billie Jean" during an NBC special.

In 1994, Jackson married Elvis Presley's only child, Lisa Marie, but the marriage ended in divorce in 1996. Jackson married Debbie Rowe the same year and had two children, before splitting in 1999. The couple never lived together.

Jackson has three children named Prince Michael I, Paris Michael and Prince Michael II, known for his brief public appearance when his father held him over the railing of a hotel balcony, causing widespread criticism.

New Yorkers and tourists in the city's Times Square were shocked at the news of Jackson's death.

"I don't know what to say. It's sad, it's really, really sad," said Nicole Smith, an 18-year-old student from Brooklyn, New York, in Times Square. "My mother was a fan. I listened to his music."

"I'm shocked. I thought someone was lying to me when I first heard it. I was a fan from when he was a little boy and then he got weird," said Sue Sheider, 51, a teacher from Long Island.

A Russian military cargo aircraft AN-24 on Friday night intruded into Indian airspace from Pakistan and landed at the international

airport out.

As the plane entered into Indian airspace without the right code, it was escorted to Mumbai airport by Indian Air Force planes, a spokesman of Mumbai International Airport Limited spokesman said here.

The MIAL spokesman said the plane with Russian markings came from Pakistani airspace and was escorted over the Mumbai airport by IAF planes.

The cargo aircraft landed at the airport at around 2240 hours after being allowed by the Air Traffic Control.

Security forces have surrounded the aircraft.

“We are carrying out a certain amount of infrastructural improvement on our side in the areas on our side to ensure the development reaches in those areas. And therefore it is part of our infrastructural development to ensure that we are in a position to meet any kind of challenges,” said General Kapoor.
StratPost had reported earlier this week, the plans of the Indian Army to deploy two divisions to Arunachal Pradesh. While the troop deployment in itself, would have necessitated the large-scale development of infrastructure, the army chief, in a bid to calm the waters has indicated infrastructure to be the priority, deeming the possible stationing of additional troops as secondary and incidental.
“As of now we have no plans of additional troop deployment immediately. We will look at it as and when the situation develops,” said the army chief. Some sources have informed StratPost that this is likely to be an attempt to play down the issue of increasing Indian Army presence in Arunachal Pradesh part of which is claimed by China as being part of Tibet and thus, part of China.
The reported plans for the two additional divisions in Arunachal had caused strong editorial reactions in China and the reports of Chinese incursions into Indian territory had elicited an adverse reaction from the Chinese Foreign Ministry. This, coupled with reports that Defense Minister AK Antony has told senior Indian Air Force (IAF) officers to refrain from making comments on China and Pakistan are also said to have led to the army chief’s portrayal of the issue being primarily one of infrastructural development and not increasing the presence of troops in the state.
The new government is however clearly seized of security concerns in the Northeast and the need to build up infrastructure in the region. The Ministry of Defense also yesterday indicated that the Border Roads Organization (BRO), the premier road and highway building and maintenance organization in the frontier regions, would begin contracting private vendors to airlift supplies and materiel to project locations in the remote, border regions of the country, where deliveries on the ground are difficult.

However, the awesome threat of a major nuclear war involving North America remains a factor in plans for the defence of Canada.

The nature and scale of a possible nuclear attack on North America, and the extent to which Canada would be involved in such an attack, cannot be predicted with accuracy. Our major centres would be at some risk of deliberate attack, random explosions could occur, and there would be the certainty of the danger from widespread, radioactive fallout over most of the Country.

Governments at all levels have made, and are continuing to make, preparations which will reduce the number of casualties, safeguard survivors and contribute to the capacity of this nation to survive and recover from such a tragedy. The purpose of this booklet is to assist individuals and families in making personal survival plans and preparations to guard themselves against the potential dangers of nuclear war.

Many of the precautions which are recommended will serve a double purpose in that they will save lives in peacetime disasters such as flood, tornado, fire, hurricane, blizzard, ice storm or earthquake. Attention has been directed to this important feature throughout the various steps.

Step 1: Know the Effects of Nuclear Explosions

A nuclear explosion releases vast amounts of energy in three forms:

1. Light and heat
2. Blast
3. Radiation

The amount of energy released depends upon the size and design of the weapon. A wide range of weapons and delivery systems are available to an aggressor and we have no way of knowing what size of explosions might take place in Canada. For illustration purposes, we describe in this pamphlet the effects of a 5-megaton H-bomb equal to the explosive force of five million tons of TNT. Such a bomb could substantially damage the largest Canadian city.

The effects depend upon whether the weapon is exploded high in the air, or on, or near the ground. An air burst usually produces more fire and blast-damage than a ground burst which results in a big crater and more radioactive fallout. The effects described below are approximate for a 5-megaton explosion and can only be approximate since effects depend upon a number of conditions such as weather, terrain, etc.

Light and Heat

A blaze of light brighter than the sun is produced by a nuclear explosion. It lasts for about 15 seconds. Temporary blindness and eye injury can result from the glare if eyes are not shielded.

The heat rays from the explosion travel at the speed of light or about 186,000 miles per second. It can start fires up to 20 miles away. Many fires are caused when the heat pulse comes through a window to set fire to curtains, paper, clothing and furniture. The heat flash also can set fire to the outside of wooden buildings.

The following are some examples of the predictable effects on unprotected skin of the heat flash of a 5-megaton weapon exploded on a clear day:

* Skin is badly burned up to 15 miles from the explosion.
* Skin is blistered up to 18 miles from the explosion.
* Sunburn types of burns up to 23 miles from the explosion.

Nuclear explosions in the air rather than on the ground are more likely to produce a greater number of serious burns through the heat flash. Clothing will give some protection. A shield between you and the light will give protection against burns from the heat flash.

The blast wave travels more slowly than the heat flash. Several seconds may pass after you have seen the light or felt the heat before the blast wave reaches you, depending on the distance you are from the explosion. It is like the time between seeing the flash of lightning and hearing the sound of thunder. For example, at ten miles from the centre of an explosion, it would take about 35 seconds for the blast wave to reach you. If caught in the open during a nuclear explosion, this time can be used to find some protection from the blast wave.

You might be injured by being thrown about by the blast; therefore, keep low. The greatest danger is from flying glass, bricks and other debris. The blast from a 5-megaton explosion could injure people as far away as 15 miles.
Blast

The kinds of damage that the blast can do to buildings are:

* Complete destruction of all buildings three miles from the centre of the explosion.
* Damage beyond repair to buildings three to five miles distant. They would have to be torn down.
* Major repairs required to buildings five to 10 miles distant before they could be occupied.
* Light to moderate damage to buildings 10 to 15 miles distant. They could be occupied during repairs.

A 20-megaton bomb increases the approximate ranges of damage described above to five, eight, sixteen and twenty-four miles.

These are approximate distances as the strength of buildings is not uniform. For example, reinforced concrete buildings are more blast resistant than wood frame structures. In some areas four miles away from the explosion, concrete buildings might be repairable, while wood frame buildings would be completely destroyed. Windows, of course, are very vulnerable and are apt to be blown in as far away as 25 miles from the explosion.
Radiation

A nuclear explosion causes both immediate radiation and residual radiation.

Immediate radiation is given off at the time of the explosion. It is dangerous only within two or three miles. If you were near the explosion without adequate protection and managed to survive the effects of blast and fire, you could still be seriously affected by immediate radiation.

Residual radiation is given off by the radioactive particles left as "fallout" after the explosion. The danger from fallout would be so great and widespread that it is discussed separately, in >Step 2.

The illustrations below show some of the most probable situations in which you might find yourself at the time of a nuclear attack, and what you should do:

Step 2: Know the Facts About Radioactive Fallout

If a nuclear weapon is exploded on, or near, the ground, danger from radioactive fallout is greatest. The force of the explosion may make a crater up to a mile wide and to a depth of one hundred feet. Millions of tons of pulverized earth, stones, buildings and other materials are drawn up into the fireball and become radioactive. Some of the heavier particles spill out around the point of explosion. The rest are sucked up into the mushroom cloud.

This radioactive material is then carried by winds until it settles to earth. This is called "Fallout". Under some circumstances you may see the fallout; under others you may not.

The radioactivity it gives off cannot be seen. You can't feel it. You can't smell it.

But fallout doesn't come out of the sky like a gas and seep into everything. It can best be described as a fine to coarse sand carried by the winds. Because the wind direction varies at different heights above the ground, it is not possible to judge from the ground where the fallout will settle. It can settle in irregular patterns hundreds of miles from the explosion.

The fallout from a 5-megaton explosion could affect seriously an area of 7,000 square miles. If nothing were done to gain protection during the period of high radioactivity, there would be a grave danger to life in that area.

Because fallout is carried so far and covers such a large area, it could be the greatest danger to the largest number of Canadians in a nuclear war. If Canada was not hit by nuclear bombs, those exploding in the United States close to our border could result in serious fallout in many parts of Canada.

There are four things which determine the amount of radiation reaching your body from fallout:

1. The time that has passed since the explosion.
2. The length of time you are exposed to fallout.
3. The distance you are from the fallout.
4. The shielding between you and the fallout.

The radioactivity in fallout weakens rapidly in the first hours after an explosion. This weakening is called "decay". After seven hours, fallout has lost about 90% of the strength it had one hour after the explosion. After two days it has lost 99%; in two weeks 99.9% of its strength is gone. Nevertheless, if the radiation at the beginning were high enough, the remaining 0.1% could be dangerous.

Radiation must be measured by special instruments handled by people trained to use them. But, if you stay in a shelter during the first days following an explosion, you escape the strongest radiation. You should stay in the shelter until radiation has been measured and you have been told aver the radio that it is safe to come out.

The strength of radiation reaching your body is reduced the farther you are from the fallout. Here are some illustrations of the safest place to be when you are in various kinds of buildings.

The most effective protection is to place some heavy material between yourself and the fallout. The heavier the material the better the protection. Many common materials give excellent protection. The materials and design of the fallout shelter recommended in Blueprint for Survival No. 1 will stop penetration of 99% of outside radiation.

These thicknesses of material will stop 99% of radiation:

* 16 inches of solid brick
* 16 inches of hollow concrete blocks filled with mortar or sand
* 2 feet of packed earth Ä 3 feet if loose
* 5 inches of steel
* 3 inches of lead
* 3 feet of water

A fallout shelter is the best way to protect your family and yourself against radiation because:

* It keeps the radiation at a distance.
* It shields you from radiation.
* The time spent there is the period when radiation is most intense.

By providing your family and yourself with a fallout shelter, you are unlikely to suffer serious effects from radioactive fallout.
Shielding
Personal Danger from Fallout

Radioactive particles in contact with your skin for a few hours may produce burns. Follow Step 9 to prevent this danger.

Radioactive particles swallowed in food or water might be harmful. Follow Step 9 to prevent this danger.

Radioactivity from an area of fallout may produce illness in the unprotected individual after a few days. Follow Step 4 to prevent this danger.

Radiation illness develops slowly. It cannot be spread to other people. Except for temporary nausea shortly after exposure, evidence of serious effects from radiation may only appear after an interval of from a few days to three weeks. A combination of loss of hair, loss of appetite, increasing paleness, weakness, diarrhoea, sore throat, bleeding gums and easy bruising indicate that the individual requires medical attention. Nausea and vomiting may be caused by fright, worry, food poisoning, pregnancy and other common conditions.
Step 3: Know the Warning Signal and have a Battery-Powered Radio

All Canadian communities where there is a likely need are provided, or will be provided, with sirens. Other areas should have warning arrangements based on local systems such as telephones, horns, bells or factory whistles.

Warning devices are only attention-getters. Dependent on the size of your municipality, the sirens, bells, telephones, etc., will sound the Attack Warning.

There is one type of siren warning signal in Canada:
The ATTACK WARNING Signal

The ATTACK WARNING Signal: A wailing (undulating) tone on the sirens of three to five minutes duration or short blasts on horns or other devices repeated as necessary means:

* An attack on North America has been detected;
* Warning of fallout.

WHEN YOU HEAR THE WARNING SIGNAL, YOU SHOULD TAKE PROTECTIVE ACTION AND LISTEN TO THE RADIO FOR INSTRUCTIONS.
A Radio is Essential

When the Attack Warning sounds, you must take protective action. Take a battery-powered radio with you. Broadcast advice and instruction may help to save your life. If you don't have a portable radio, turn up the volume of your house radio so that it can be heard in your shelter. If away from home you are forced to take emergency shelter and are near a radio-equipped vehicle, turn up the volume and open all the vehicle's doors or windows.

The Canadian Emergency Broadcasting System, a network of all Canadian radio and television stations which will be formed when a nuclear attack on Canada has been detected, will tell you when and how to take emergency protective action against possible attack and shelter against fallout if an attack occurs.

Before Attack

If sirens or warning systems signal impending attack, regardless of where you are or what you are doing, you must take the best available cover against the blast, heat and light effects of nuclear explosions.

Emergency broadcast instructions will include the following advice:

* If you are at home go to the basement or strongest part of your house or building which offers the best protection. If material is handy, improvise blast protection. See Step 4.
* Take your battery radio with you, or turn up the house radio so that you can hear it while under cover.
* Stay away from windows.
* Lie down and protect yourself from flying glass and falling debris.
* Shield your eyes from the flash of an explosion.
* If you are away from home take protective cover immediately.
* If you are travelling, stop and take protective cover immediately, or if you are only a few minutes from a safe destination, proceed and take protective cover immediately.
* Listen to your radio for further instructions.

After Attack

If sirens or warning systems sound following nuclear attacks, the warning may mean another attack or that radioactive fallout is approaching your area. You will be advised over the radio. If the advice concerns fallout, you must take cover against the fallout effects. (See Step 4).

Radio broadcasts will identify areas which will be affected by the fallout and give instructions and advice. These might include:

* Location of nuclear explosions causing local fallout.
* Information about the parts of the country to be affected by fallout.
* Length of time before fallout is likely to reach specific communities or areas.
* Ways to increase fallout protection.
* Supplies to take to your fallout shelter.
* Whether it is safer to stay in your community or area, or to go to other areas.
* Advice as to which areas are free of danger.
* Advice on when to leave shelters and for how long as danger from radioactive contamination diminishes.
* Requests for help in rescue operations, such as rescue, firefighting and medical assistance.
* Advice on conservation of food, water and fuel.
* How to keep warm when power is off and the weather is cold.

Don't Use The Telephone

When the sirens sound don't use the telephone. Listen to a radio or television for information. In the event of an Attack Warning telephone lines will be required for official use.
Step 4: Know How to Take Shelter

It is important to provide your family and yourself with a shelter. But what kind of shelter? This is a decision you must make yourself after studying the problem.

Study your shelter requirements in the same way that you would study accident or fire insurance. Decide upon the degree of protection you want for your family and yourself. Shelter is your insurance against something you hope will not happen, but if it does, will give you protection.

Shelters of the type commonly used in Europe during the Second World War would not provide protection against the blast of a nuclear explosion. They were designed to withstand short shock pressures lasting something like 1/100th of a second. Shelters designed to withstand the pressures created by a nuclear explosion must be able to stand up to pressures lasting as long as 6 seconds. In addition, they must be capable of giving the occupants protection against fires outside the shelter as well as against radiation.

The fallout shelter is designed to give protection against radioactive fallout only. Because most people in Canada probably would not be affected by the blast and heat effects of nuclear explosions, protection against fallout is all that is required by them.

The type of shelter for good protection depends upon the distance it will be from the explosion. Unfortunately, it is not possible to know this in advance. That is why each individual must make his own decision when selecting the type of shelter he wishes to have.

Blueprint for Survival No. 1 gives details of a fallout shelter for the home in which you now live. If you rent the home, the decision to construct a shelter must be taken jointly with your landlord.

Blueprint for Survival No. 2 gives details of a fallout shelter for the new home you may be planning to build.

Blueprint for Survival No. 6 gives details of blast shelters which may be built outside the home.

In your shelter
Improvised Protection Against Blast

One of the simplest ways to improvise some anti-blast protection is to build a lean-to (bed springs or boards) against a work bench or heavy table, preferably in the basement, and pile mattresses on it and at the ends. If the material is readily available it could be built in a matter of minutes after the ATTACK WARNING is sounded and could protect you from loose bricks, flying glass, etc.

If you are in the open and there is a ditch or culvert within easy, quick reach, lie face down in it and cover your face with your arms. Make sure this shelter is not too close to buildings which could collapse into it.

"After" the blast and heat of the explosion, you would have to find other protection against fallout which will come down later. (Don't forget your battery-powered radio).

None of these improvisations is as good as a properly equipped blast shelter, but any single one of them could mean the difference between life and death.

You may not have a fallout shelter when warning of approaching fallout is broadcast. Here are some tips on how to increase your protection in a basement. The amount of protection you can build will depend on how much time you have available until fallout arrives.

* You can improvise a small emergency shelter by using furniture, doors, dressers, work-bench and other materials.
* Select a corner of your basement, if possible away from windows, in which to build your shelter. Remove inside house doors from hinges to use as a shelter roof over supports. Supports for the improvised roof can be cabinets, chests of drawers, work-bench, or anything which will bear a heavy load. Use the house doors as a roof surface to provide a base for the heavy material you will have to place on it. Bricks, concrete blocks, sand-filled drawers or boxes, books or other dense items on the roof will help reduce radiation penetration. Around the sides and front of your shelter build walls of dense materials to provide vertical shielding. A small cabinet or dirt-filled box as may be used as a crawl-in entrance which can be closed behind you.
* Remember, the heavier or more dense the material around you, the greater the protection.
* Block basement windows with earth, bricks, concrete blocks, books or even bundles of newspaper. In winter, use packed snow.
* On the floor above the corner of the you select as your shelter area, pile any heavy objects you may have available, such as furniture, trunks filled with clothes, dirt-filled boxes, books, newspapers, or earth from outside.
* Outside, against above ground walls of the basement around your shelter area heap earth, sand, bricks, concrete blocks or packed snow.

If your home has no basement or crawl space, build your emergency shelter in that part of the house (centre hall or clothes closet) farthest away from outside walls and the roof. Build it as described for houses with basements. On the floor immediately above your shelter area, and against surrounding walls, pile up furniture, trunks, dressers, dirtfilled boxes or other heavy material which will reduce radio-active penetration into your emergency shelter.

Step 5: Have 14 Days Emergency Supplies

Nuclear attacks on centres of production, and fallout conditions, may curtail the distribution of available food stocks for several days or even weeks following these attacks. Persons who had taken shelter against fallout might be advised to stay in their shelters for as long as 14 days. Those who had chosen to evacuate larger cities would be dependent largely on the resources available in reception towns. Because of these possibilities, it is recommended that every person should have emergency supplies. These supplies should include food, water, battery-powered radio, first aid kit, and where necessary, medical supplies as recommended in Step 7. Heavy clothing would be necessary in winter. Extra changes of clothing should be considered particularly stockings and underclothing.

For those who may choose to evacuate major centres, supplies must be selected carefully because of space limitation in the family car. Supplies should be packaged beforehand so that they can quickly be put into the car. See the pamphlet "Your Emergency Pack" available from your local Emergency Measures or Civil Defence Organization.

Many of the recommended items are already in your home.

Whether you choose to evacuate or take shelter locally, you should have a road map with you. You could then relate the information about areas under fallout, which you would hear about on the radio, to your actual location. Toys, games, books for your children would help to occupy their time if they had to remain in shelter from fallout. Your battery-powered radio will keep you in contact with the outside world.

The following is a suggested list of items from which your two weeks' supplies should be developed to be in your shelter or handy to it.

* Food for older children can be the same as for adults; adjust amounts according to appetite.

Water

* Requirements: 7-14 gallons for each adult member of family; more for younger children (some water may be replaced by canned beverages).
* Containers: Store in well-cleaned, covered containers such as large thermos jugs, new fuel cans, large bottles, or plastic containers.
* Change: Change stored water at least once a month.

Step 6: Know How To Prevent And Fight Fires

Misinformation about the fire danger from nuclear explosions is widespread and common. For example, some persons believe that the fire-ball would completely incinerate a city. This is not true.

The heat from the fire-ball lasts about 15 seconds and would create fires which are no different from the fires you see in peacetime. They can be put out with water and extinguishers, and if each survivor were able to put out a small fire quickly, mass fires would not take place.

The heat flash from the fire-ball entering through windows and doors could set fire to curtains, clothes, furniture and paper. Other fires could break out in attics, in backyard trash, on wooden shingles and on the outside of houses built of wood particularly if they are unpainted or weathered.

Knowing how to prevent and fight fires at home and at work reduces the number of peacetime fires. The same knowledge will also reduce the number of fires caused by a nuclear explosion.

But how can you fight fires in the presence of fallout? From 5 to 15 miles from the centre of the explosion, there will be many survivors. Fallout will not start coming down for about 30 minutes. During this half hour, survivors should inspect their houses and put out all the small fires they can. They must not rely on the fire department to extinguish these fires.

You should have in your home and place of work, fire extinguishers, or in an emergency, create a water supply for fire fighting in pails, bathtubs, washtubs, etc. Don't rely on being able to use the established water supply system.

Even those who live in areas not attacked may find their fire departments will have to fight major fires elsewhere. Every householder should learn how to carry out fire prevention and know how to fight small fires. It may prove of value in peacetime!

Your local fire authorities are always anxious to advise you on how to fight fires. Attend any emergency fire fighting classes held in your area.

Here are some tips for an emergency:

* Prepare for emergency by preventing accumulations of trash and rubbish in and around the home. This would include dry leaves and grass, lumber, boxes, cardboard cartons, old unused furniture, bales of newspapers, etc. Keep waste and garbage in covered containers.
* The shaking and twisting of buildings and homes due to blast waves in wartime or earthquakes and explosions in peacetime, may break utility inlets at the point they enter the structure. This may allow gas or fuel oil to flow into basements creating a severe hazard. Do not smoke, strike a match, or a lighter, to light your way into a darkened basement. Gas or oil vapours may be present and a violent explosion and fire may result.
* To lessen the danger of fires and explosions follow local instructions about shutting off utility services when the ATTACK WARNING sounds.
* If you have a coal-burning furnace, or a wood-stove, extinguish it or at least be sure to close all fuel and draft doors.
* Close curtains shutters or venetian blinds on all windows and remove furniture from window areas.

Fighting a Fire
TO FIGHT AN ORDINARY FIRE:

* Take away its fuel. Get the burning material out of your home.
* Take away its air. Smother it with a blanket, wet if possible, or a rug.
* Cool it with water, earth, sand or fire extinguisher.

GAS, OIL, ELECTRICAL FIRES REQUIRE SPECIAL METHODS:

* Gas fire: Make sure the gas is shut off and then try to extinguish anything still burning.
* Oil fires: Make sure the supply is shut off then smother the fire with earth, sand, rugs or other heavy materialsÄDon't use water.
* Electrical fires: Make sure the electricity is shut off then put out the fire. Don't use water if the power is still on.

PROMPT ACTION TO PUT OUT SMALL FIRES IMMEDIATELY FOLLOWING A NUCLEAR ATTACK WILL SAVE LIVES.
Step 7: Know First Aid And Home Nursing

The acquisition of First Aid and Home Nursing skills prepares individuals to serve effectively in a national emergency. If such an emergency occurs, the care of many thousands of injured or seriously ill persons becomes a tremendous task for the organized health services. Doctors and nurses may not be readily available to assist you. Thus the importance of First Aid and Home Nursing skills takes on a new dimension. The survival of the injured or sick members of your family may become your responsibility.

The main objectives of training individuals in first aid and home nursing are:

1. To preserve life
2. To minimize the effects of injury or illness
3. To relieve suffering or distress
4. To provide continuing care and assist in rehabilitation.

Therefore you must:

* Know and practice life-saving first aid.
* Know and practice simple home nursing measures.

First Aid Supplies

A simple first aid box kept in your shelter or in your evacuation kit should contain:

* 1 bottle mild antiseptic solution (use to clean cuts)
* 5 yards 2-inch gauze bandage
* 2 triangular bandages (use for slings)
* 12 4" x 4" sterile pads (use to cover cuts, wounds and burns)
* 12 assorted individual adhesive dressins (use for minor cuts)
* 2 large dressing pads (shell dressing type) 8" x 8" (Available at minimal cost from St. John Ambulance Association)
* 5 yards 1/2 inch adhesive tape
* 9 assorted safety pins
* 1 small bottle toothache drops (for temporary treatment of toothache)
* 1 tube of petroleum jelly
* 1 small bottle aspirin tablets
* 1 thermometer
* 1 small scissors (blunt ended)
* 1 medicine glass
* 1 pair tweezers
* 4 oz baking soda and 8 oz table salt (make a drinking solution by adding 1 tsp salt and 1/2 tsp baking soda to 1 qt. of water)
* 1 First Aid Manual (St. John Ambulance Association)
* 1 Home Nursing Textbook (St. John Ambulance Association and/or Canadian Red Cross Society)
* 1 packet paper tissues

NOTE: individuals requiring special medication such as insulin should maintain at least 100-days supplies.
First Aid Hints

General Rules:

* Keep calm.
* Keep the injured person Iying down in a comfortable position, his head level with his body until you determine whether his injuries are serious.
* Examine for stoppage of breathing, serious bleeding or broken bones. These must be treated immediately before any attempt is made to move the injured person. Do not be hurried into this unless you are in a situation of extreme danger.
* Keep him comfortably warm with blankets or other coverings, under and above the patient.
* Never attempt to give a semi-conscious or unconscious person anything to drink.

Unconsciousness:

An unconscious patient lying on his back may be strangled by his own tongue which will tend to fall back and obstruct the airway. All unconscious persons should be placed lying half over on their faces, (three-quarter-prone position).

If the patient is breathing quietly and easily and his lips are pink and have no froth on them, breathing is not obstructed.

If the patient is breathing noisily and with difficulty, if his lips are blue and frothing, or if his chest is sucked inwards when he breathes in, his airway is obstructed and needs immediate attention.

Keep the airway clear by:
Placing the casualty on his back; supporting his shoulders on a pad of any suitable material available; tilting the head back with one hand on the forehead, the other lifting the neck.

Breathing for a patient

If his breathing stops you can breathe for the patient by blowing air into his lungs. Take a deep breath. Pinch the casualty's nostrils. Place mouth to mouth tightly. Blow into the casualty's lungs strongly enough to cause his chest to rise. The cycle should be repeated every 3 to 5 seconds for an adult and a little more frequently for a child. Blow more gently for a child or a baby, but strongly enough to make the chest rise.

Wounds:

You Must:

* Stop bleeding (haemorrhage)
* Keep out germs (infection)

Cover the wound with a clean dressing to keep out dirt and germs. Bandage it on firmly to stop the bleeding. If a wound is bleeding profusely, hold it firmly with your hand until you can secure an emergency dressing. Any thick pad of clean, soft, compressible material large enough to cover the wound will make a good dressing. Clean handkerchiefs, towels, sanitary pads, tissue handkerchiefs or sheets make good emergency dressings.
Controlling bleeding

Burns:

Cover the burned area with large, thick, dry dressing and bandage it on firmly.

Encourage the casualty to drink plenty of fluids. A solution of salt and soda is useful to give to casualties with burns and to those who have suffered from serious bleeding.

Broken bones (fractures):

If a limb is very painful and cannot be used, appears to be bent in the wrong place or the casualty says he heard or felt the bone snap, it is likely that a bone is broken.

Sharp ends of a broken bone may damage important structures such as blood vessels and nerves. A broken limb should be steadied and supported to prevent movement of the broken ends before attempting to move the patient.

If a person's back or neck is so severely injured that he is afraid to move because of pain, or cannot move or feel his limbs, you should assume that he has a broken back. He should be moved on a hard, firm stretcher taking great care not to "jack-knife" him by picking up his feet and shoulders. Improvised stretchers can be made from a door, wide board, window shutter, etc. Fill in the natural hollows of the track and neck with padding and support the head on both sides to prevent movement.

DO NOT:

* Put strong antiseptics into a wound.
* Use a tourniquet.
* Remove clothing which is stuck to a burn.
* Break any blisters or apply creams or grease to a large burn.
* Give anything by mouth to a semi-conscious patient, or to a patient with internal abdominal wounds.

HOME NURSING HINTS

Before medical or nursing help becomes available you may also encounter infant care problems. emotional problems and persons suffering from radiation sickness. What to observe, and what to do for these latter cases, is outlined below.
Infant Care

Breast feeding is preferable but, if not possible, then a formula using powdered or evaporated milk should be prepared under clean conditions.

If vomiting or diarrhoea occurs infants and children become dehydrated very quickly. To avoid this happening give frequent sips of boiled water.

If a rash or fever develops, keep others away from the sick child.
Emotional Problems

Persons who become emotionally disturbed following a disaster should be treated calmly but firmly. They should be kept in small groups, preferably with persons whom they know and encouraged to "talk out" their problem. If they are not otherwise injured they should be given something to do. It may be necessary to enlist the aid of one other calm person to help subdue the overexcited patient. If a stunned or dazed reaction persists over 6 to 8 hours this should be reported to a doctor or nurse immediately one becomes available.
Radiation Sickness

The signs and symptoms of this illness are described in Step 2.

Treatment includes rest, the provision of whatever nutritional food and drink is available and personal encouragement to get well. Swab the mouth gently with mild, warm salt and water if it becomes sore. As these patients are susceptible to infection, keep wounds clean and covered with a sterile dressing. Separate these patients from persons with colds, rash or fever.
Improvised Equipment

The following suggestions may help you care for your patient when proper equipment is not available.

* Bed: A couch, mattress or any well padded, firm surface; if too low raise on bricks, boxes or wooden blocks.
* Bedding Protection: Old crib pads cut into a convenient size and placed over a waterproof sheeting; or several layers of newspaper and heavy brown paper covered with old soft cotton. (Never use thin plastic if patient is a child.)
* Backrest: A straight-backed chair turned upside down at head of bed and securely tied to bed; a triangular bolster or cushions from a chair or chesterfield.
* Bed Cradle: A light wooden box or firm cardboard carton approximately 10 x 12 x 24 inches, with two sides removed; or a hoop sawn in half and the two pieces joined together in the centre.
* Pressure Pads: Soft cushion or foam or sponge rubber pads will protect heels, elbows, back of head or any other body pressure point.
* Bedpan or Urinal: For bedpan use a padded dish or pan; for urinal any wide-necked bottle or jar.
* Hot Water Bottle: A heated brick wrapped in several layers of newspaper.

Step 8: Know Emergency Cleanliness

Your limited supply of water will have to be rationed and used only for essential purposes. If you have enough warning time before the arrival of fallout, fill your bathtub, all available buckets and pans with water. And remember that there is an emergency supply in your hot water tank. (Don't forget this if in peacetime your water supply has been temporarily disrupted).

The problems of garbage and human waste disposal can be solved even if fallout keeps you in the shelter. Put all your garbage in tightly covered garbage pails. After using your emergency toilet, you should tie human waste in waterproof plastic (polyethylene) bags and place them in the garbage pail. Store a 14-day supply of the plastic bags. After the second day in the shelter, you may risk leaving it for a few minutes for essential tasks. Therefore, when your garbage container is filled, move it out of the shelter.
Emergency cleanliness

Keep a soft broom in the shelter for tidying it up.

Remember, personal cleanliness in crowded shelter conditions is important to you and your family.

If your area is free of fallout but is without sewage services, bury human waste and garbage in the ground. Dig the pit deep enough so that the waste will be covered by at least two feet of earth.
Step 9: Know How To Get Rid Of Radioactive Dust

In Step 2, fallout was described as "sand". To remove the danger, remove the sand. If you suspect that your clothes have fallout on them, remove your outer clothing before you come inside your home and leave it outside. Don't shake these clothes inside the house or shelter. You would only scatter the fallout grit and create unnecessary danger to others. If you have water, wash thoroughly, particularly exposed skin and hair. But do not scrub your skin as this might rub in the radioactive particles.

Exposure to fallout does not make you radioactive.

Even if you are stricken with radiation sickness, this sickness cannot be passed on to others.

Fallout on your clothing or body would expose you and those close to you to radiation. If you suspect you have been exposed to fallout, you will not be a danger to others if you carefully get rid of your outer clothing outside the shelter and wash.

Food and Water

Since most of your food will be in tightly covered containers (cans, bottles, plastic, boxes), it will all be safe to eat or drink if you dust the containers. Food, if it is unspoiled and free of grit or dust, may be eaten during the emergency period.

Be sure to wash fruit and vegetables and peel carefully.

Water will be safe if it is in covered containers, or if it has come from covered wells, or from undamaged water systems.
Step 10: Know Your Municipal Plan

It is important that your local municipality have a plan for a war emergency. And it is just as important that you know that plan.

Over the past several years, provincial and municipal governments, with the assistance of federal authorities, have been steadily developing plans for the protection of the population and the continuity of essential government services in wartime. Most municipalities in Canada have emergency plans to deal with both peacetime disasters and a nuclear attack situation. These include the details of how welfare, health, police, public utilities, fire and other emergency services will operate.

Some larger communities have developed plans to assist in the evacuation of those who would choose to leave before an attack or who might have to be evacuated as survivors or casualties following an attack. These plans include traffic arrangements to reception centres and medical facilities in nearby communities.

It would be unwise to try and prepare your own family survival plan without first checking to see how it fits in with municipal plans. This would be true whether you plan to go to a safer area before attack or remain at home. It is particularly important that you know and understand the arrangements to instruct the public about staying in shelter and coming out of shelter when it is safe. Fallout is a health hazard which will require countermeasures for personal and family protection including assessment of radiation and advice and instructions to those in shelter.

There must be close understanding and cooperation between the public and municipal authorities responsible for their protection.

Find out about your municipal emergency plans now and keep well informed about them as they are further developed.
Step 11: Have A Plan For Your Family And Yourself

If you know what is contained in the first nine steps, and you know your municipal plan for a war emergency, you should now make your personal and family survival plan. The success of your plan will depend on how many of the suggested recommendations you carry out. Your chances of survival increase as you carry out each recommendation.

Thinking about the problems with which you would be faced should nuclear attack be launched against North America is the first important step. Blast, light, heat and radioactive fallout are the problems. A workable survival plan will include all of the preparations you can make in advance to meet those problems.
Preparing

In making that plan, there are certain things you must know:
When to take protective action

When the sirens or other warning devices sound and your local broadcast station confirms that an attack on North America has been detected it means that you must take protective action immediately. Would you and your family

* Recognize the Attack Warning signal ?
* Turn on the radio or television and listen for instructions?

Where to take shelter

Deciding where you will take initial protective action and where you and your family will seek shelter from fallout are two basic points which you must consider in making your survival plan. Can you answer the following questions about seeking immediate protection and shelter:

* Have you decided where you will take shelter if you're not at home when the Attack Warning sounds?
* Will you try to get home?
* Will your family know what to do if you are not at home?
* Is there a shelter plan for your children at school?
* Do you want them to try to get home?
* Does everybody in your family know your survival plan?

In thinking about what you will do or where you would go, you might consider leaving your home to find shelter elsewhere. Before you decide to plan on evacuation, consider the following questions:

* Will protection there be better than in your home?
* Are there sufficient supplies there?
* Can you carry emergency supplies for 14 days?
* Do you know how to get there quickly?

How to take shelter

If you don't have a fallout shelter built in your home, study the guide given in Step 4. It shows how you can improvise emergency home protection. Bearing in mind that density and distance between you and the fallout is necessary, try to estimate if there is enough material and furniture to build an emergency shelter in your basement or the central part of your house.

* Can you move it to where it will be needed quickly?
* Will you have the help you require?

Based on the lists of emergency supplies suggested in Steps 5, 6, 7 and 8, try to answer the following questions:

* Do you have them at home?
* Can you collect and move them to the shelter area quickly?
* Does your emergency cooker, lamp, flashlight, radio work?
* Have you containers for water, garbage, hygiene?
* DO YOU HAVE A BATTERY RADIO AND SPARE BATTERIES?

Radio

There are many other points which you and your family must resolve for a workable survival plan. This booklet provides most of the essential information on which to base your plans. Read the Steps again, and, as you review each Step, try to answer the questions which apply to your surroundings, your home, your family. Here are a few more which may help:

* Do I know the recommended fire precautions?
* Does anyone in my family know how to fight small fires?
* Can an emergency supply of water be obtained quickly - for fire fighting? for personal use?
* Are first aid supplies and special medicines readily available?
* Does anyone in my family know how to render fist aid?
* Can materials for personal hygiene and cleanliness be gathered near the shelter area quickly?
* Do I know what I must do about radioactive dust?
* Do I know the emergency plans of my municipality - for public shelters? for planned evacuation routes? for schools, hospitals, welfare centres? other special instructions?

REMEMBER! YOU MUST PLAN FOR:

* PROTECTIVE ACTION WHEN WARNED OF ATTACK and
* PROVISION OF SHELTER AGAINST THE EFFECTS OF FALLOUT

On the basis of what you've read and the questions and answers you've thought about, you should now make your survival plan and start making whatever arrangements you can. BUT MAKE SURE THAT ALL MEMBERS OF YOUR FAMILY KNOW YOUR PLAN AND WHAT TO DO WHEN THE TIME COMES.

The best way to arrive at a workable plan which will be remembered by your family is to practice it. If you plan on building an emergency shelter, try it now to find out if you have enough material, how much help you'll need, if your proposed area is large enough, and how long it will take to build. Locate and practice moving essential supplies, water, clothing, bedding, etc. Practice the essential things you would have to do.

If you plan to move to what you consider a safer location, make a practice run to make sure you know the quickest and safest route, that protection is available when you get there, and that you can carry all the supplies you think you'll need.

A GOOD SURVIVAL PLAN IS A PLAN WHICH YOU KNOW YOU CAN CARRY OUT.
WRITE DOWN THE IMPORTANT PARTS OF YOUR PLAN.

List for quick reference the important things to be done in the event of warning. As examples, note when and where all members of your family will take shelter at all times; where essential items of food, shelter and other supplies will be obtained; how shelter will be improvised; what windows must be blocked; if you plan on going to what you consider a safer area, details of the route and supplies you will need at your destination.

India’s stand was shameful, says the ‘Tamil street’

Mangai’s friend, an academic at Jaffna University, left Chennai a week before Sri Lanka announced Prabhakaran and other senior LTTE leaders had been killed in fighting. “We haven’t heard from her since and don’t know if she reached home,” says Mangai, who works in theatre. “I’m worried, but there’s nothing we can do.”
Mangai could be speaking for thousands of Tamils across the water from Sri Lanka. There is an all-pervading sense of disappointment over India’s handling of the situation — its reluctance to insist Sri Lanka end civilian casualties in the war’s final stages; its refusal to address human rights violations of Tamils in ‘welfare camps’. Ravikumar Robertson is typical of the views heard on India’s ‘Tamil street’, a loose way to denote Tamil public opinion. He accuses India of providing “soft support to the Sri Lankan army”. India, he says, “suppressed a freedom struggle. Historically and geographically, Tamil Nadu has strong links with Sri Lanka and India has insulted the feelings of Tamilians by supporting Sri Lanka. Tamils will now have to live as slaves under the Sinhalese”.
Mangai says it’s time “we protest, as Indians (because) India’s stand has been shameful. As a Tamilian, yes, it hurts more.”
To a man, the Tamil street is worried that the issue of equal rights for the 30 lakh ethnic Tamils – the core of the 26-year struggle — may be forgotten in all the rhetoric of Colombo’s ‘war on terror’.
“People have lost sight of the fact that the Tamils were being discriminated against,” says Ponni of the Alternative Law Forum, which is collecting aid and relief material. “It’s become impossible to talk of the rights of civilians without being seen as partisan. The war-on-terror tag has obscured basic issues,” she says.
Mahesh Kumar, a 30-yearold chartered accountant, is outraged. “It’s more than the issue of terrorism. Tamils there don’t have access to water, let alone health and educational facilities,” he says.
Their outrage is reinforced by dismal figures. The UN says that since 2006, there have been around 10,000 victims of forced disappearances, torture and abduction. About 3,00,000 civilians survived bullets and bombs and are now behind barbed wire fences in internment camps. And yet, says an appalled Ponni, India supported Sri Lanka’s actions at a UN Human Rights Commission meet last week. “In the name of regional politics, India, Pakistan and China have stood by Sri Lanka,” she says.
Most Tamils believe India failed to use its clout as a large neighbour to rescue Tamil civilians from LTTE-controlled areas recently. “Even now, they can press for the rehabilitation of those displaced by making provision of aid conditional,” says Ponni.
But there are others who are resigned to no-change. “The current regime (in Colombo) is very determined and no one could have made it change its stand,” says Rohith Pradeep, 29, who lived in Sri Lanka for two decades.
Pradeep believes it’s time to look ahead. “The world is a different place today from what it was in the 1950s. Society today will be more amenable towards equal rights for the Tamils. Sinhalese and the Tamils should reconcile their differences and living together as one nation.”
But that may be easier said than done. The war may have ended, but the Tamil street believes the battle for justice is yet to begin.

India upgrading ballistic missile defence system

India has perfected the first part of its ballistic missile defence system, under which it can successfully intercept intermediate range enemy missiles (IRBMs) with a range of up to 2,000 km, according to VK Saraswat, chief controller, research and development (missiles), Defence Research and Development Organization (DRDO).

Speaking to media persons at Chidambaram town, where he was attending the staff development programme of the faculty of engineering and technology of Annamalai University, Saraswat said that under the second part of the development programme the country would enhance its missile defence capability to engage intercontinental ballistic missiles (ICBMs) with a range of 5,000-6,000-km.

He pointed out with India's neighbour on the western border in possession of missiles of 600 to 2,000-km (IRBM) range and the neighbour to the north-east armed with ICBMs, it was imperative that the country had a ballistic missile defence (BMD) system in place.

He pointed out that BMDs acquired particular significance keeping in mind the stockpiling of missiles with nuclear warheads by one particular neighbour.

He also pointed out that since India had adopted the ''no first use'' policy with respect to nuclear warfare it was even more important that the country should have the capacity to counter nay attack launched in its direction.

He said that two BMD tests conducted by the country had demonstrated the capability of the indigenous system. A test conducted in 2008 successfully engaged a 1000-km range (IRBM) missile at an altitude of below 20 km. Another test in March this year successfully intercepted a 2,000-km range (IRBM) missile at an altitude of 80 km.

India is safer than any other country: Chidambaram

Home Minister P. Chidambaram Thursday asserted that India was a 'completely safe country' after the US warned its citizens about high threats from terrorism throughout the country.

Chidamabaram reacted after the US embassy posted a message urging its citizens living in or travelling to India to practice good security, including maintaining a heightened situational awareness and a low profile. It said that terror attacks were a serious and growing threat.

Disagreeing, Chidambaram said: 'India is a completely safe country. India is a safe place, it is safer than any other country in the world. Thousands of tourists come to India and we look forward to welcoming them.'

Defence Minister A.K. Antony, whose home state Kerala is a hot favourite with tourists, added: 'India is the safest country.'

The advisory posted on the website Tuesday specifically asked Americans in India to be vigilant at all times and monitor local news reports and vary their routes and times while carrying out daily activities.

'Americans should consider the level of security present when visiting public places, including religious sites, or choosing hotels, restaurants, entertainment and recreation venues,' the advisory warned.

'As terror attacks are a serious and growing threat, US citizens are urged to always practice good security, including maintaining a heightened situational awareness and a low profile.

'The media attention of and public reaction to the Mumbai attack could prompt other terrorist incidents. Future attacks may also target public places frequented by Westerners, including in large cities and tourist areas such as Goa.

'The US mission is concerned that increased political tension between Pakistan and India may further complicate travel in areas near their already-sensitive border.

'In addition, the Department of Defense has increased its security requirements for all its employees visiting India.'

Chidambaram said that the ministry of external affairs would be asked to speak to the US.

A US embassy official told IANS that the advisory was routine. 'This is a routine advisory and it has just been updated,' he said.

Air France plane may have been bombed, says pilot

An Air France pilot has declared it "highly likely" that flight AF447 may have been blown up by a terrorist bomb.

The long-haul captain, speaking on condition of anonymity, dismissed the theory the doomed jet suffered catastrophic electrical failure. He also ruled out suggestions that the pilot of the Rio de Janeiro to Paris flight had tried to land on the sea.

The captain spoke as naval teams from Brazil and France scoured three miles of debris in the Atlantic, 750 miles north east of the Brazilian coast.

It also emerged Air France received a telephone threat against a flight from Argentina to Paris just four days before AF447 vanished without sending a May Day message.

Talking of Monday's tragedy, in which 228 died, the Air France pilot said: "If there was an explosion on board, the wreckage would have been spread over a very wide area, as it was.

"So in my opinion there is no other option than the highly likely theory that a bomb went off on the plane - perhaps even a large bomb that destroyed it in mid-air leaving no chance to send a message."

After a series of setbacks, India's hunt for a nuclear submarine has finally gathered steam. For one, the new D-day for 'launching'
first indigenous nuclear submarine 'into water' for preliminary tests has been set for Aug 15.

For another, with a high-level delegation led by defence secretary Vijay Singh currently in Moscow, Russia has now promised to deliver its Akula-II class attack submarine 'K-152 Nerpa' on a 10-year lease to India by the end of this year.

The importance of nuclear submarines cannot be overstated. Unlike conventional diesel-electric submarines, which have to frequently surface to replenish oxygen to recharge their batteries, a nuclear-propelled submarine can operate underwater for virtually unlimited periods of time.

Consequently, when a nuclear-powered submarine is armed with nuclear-tipped missiles, it becomes the most difficult-to-detect-and-target nuclear-capable platform. This is important for India, which has declared ‘no first-use’ nuclear doctrine and hence must have ‘survivable and effective’ second-strike capabilities. Their induction will help India achieve its aim to have an operational ‘nuclear triad’ — the ability to deliver nukes from land, air and sea.

Russian nuclear attack sub-marine to join Indian Navy by year-end

The Russian Schucka-B class Nerpa (NATO: Akula II) nuclear attack submarine, damaged in an accident during sea trials last year, will be commissioned by the Russian Navy in the autumn and subsequently leased to the Indian Navy, Russian navy sources said Tuesday. New sea trials will be conducted on the repaired submarine on 15-20 June by the shipyard.

On 8 November last year, the Nerpa was undergoing sea trials in the Sea of Japan when its on-board fire safety system went off releasing deadly Freon gas into the sleeping quarters. Three submariners and 17 shipyard workers, from a total complement of 208 people onboard, at the time were killed.

"All the technical and organisational measures on the sub have been completed. Only pre-delivery trials by the shipyard and pre-commissioning state trials are ahead of us, which will be completed this summer (June-August). After which the submarine will be commissioned by the Russian Navy," naval sources were quoted as saying.

Last month, shipyard sources had indicated that repairs onboard the Nerpa were almost complete and that the 12,000 ton underwater behemoth would head for sea trials in June.

The yard's operations had been hamstrung by a lack of finances, but a recent visit by Russian prime minister Vladimir Putin, who released $300 million to the shipyard with orders to deliver the submarine to India by the end of this year, resolved the issue.

According to reports, the Nerpa will go on a 10-year lease to the Indian Navy, for which Russia would be paid an annual fee of $50 million. At the end of the lease period the Indian Navy could either renew the lease or buy the submarine outright or the submarine could revert back to Russia.

It is likely that Nerpa will take on the name of a predecessor, INS Chakra, when it begins to fly the flag of the Indian Navy. The INS Chakra was a Charlie-class submarine, which was also leased out to the Indian Navy a couple of decades back

Sri Lanka Army special forces soldiers have found a body suspected to be of Charles Anthony, the elder son of LTTE chief V. Prabhakaran in the Karayamullavaikkal area this morning (May 18).

According to the defence sources in the battlefront, the body was found after an unsuccessful and half-hearted attempt by the LTTE cadres to evacuate their leader's son early this morning.

Charles Anthony was known to be the head of Information and Technology department of the LTTE. It is said that the LTTE leader was compelled to recruit his son to the outfit to avoid criticism over his hypocrisy. The LTTE leader was often criticised for sending thousands of child soldiers to war while giving a luxurious life and best of education to his own children. Charles Anthony was given a very senior position in the outfit after establishing a special non-fighting unit for him.

According to latest battlefield reports received, Army elites are now continuing the final mop-up operations at the last 100m x100m LTTE foothold, North of Vellamullivaikkal.

The leader of Sri Lanka's Tamil Tiger rebels, Velupillai Prabhakaran, has been killed along with his son and other Tiger commanders, according to reports.

Prabhakaran was ambushed and shot dead while trying to flee government troops as special forces closed in on the last rebel fortifications, it was reported today.

However that account of events was disputed by a military spokesman who said that there had been no identification of Prabhakaran as yet.

The Sri Lankan army killed a number of other senior Tamil Tiger commanders as fighting continued to rage despite the Tigers' weekend admission of defeat.
Brigadier Udaya Nanayakkara, a military spokesman, told The Times that commando units and other crack government troops were trading machine gun fire with “a couple of hundred” of Tiger fighters hunkered down in fortified bunkers, thought to include several senior rebel leaders.

The conflict area had been reduced to a patch of land just 100 metres by 100 metres, he added. Tens of thousands of civilians who had been caught in the crossfire were finally allowed to flee to freedom over the weekend.

A senior defence official said Prabhakaran had been killed while trying to flee the area in an ambulance with two close aides.

"He was killed with two others inside the vehicle," the official told AFP.

The government said that they had found the body of Prabhakaran's 24 year old son Charles Anthony, the heir apparent of the Tigers’ leadership.

The head of the rebels’ political wing, Balasingham Nadesan, the head of the Tigers' defunct peace secretariat, Seevaratnam Puleedevan, and their eastern leader, S. Ramesh were also said to be among the dead.

Independent verification of the situation is all but impossible as journalists are not being allowed near the conflict zone. The International Committee of the Red Cross, the only neutral organisation allowed access, told The Times that it had lost contact with its 25 staff members on the battlefield yesterday morning.

In Colombo protesters burned an effigy of David Miliband, the Foreign Secretary, outside the British High Commission today.

Many Sri Lankans believe that the West has supported the Tamil Tiger cause by criticising the Army’s offensive against the rebels and the Government’s refusal to call a ceasefire to allow civilians to escape.

Britain said yesterday that it would give another £5m in aid to Sri Lanka "It is vital that the Sri Lankan government and the Tamil Tigers allow international agencies immediate access to the thousands of people driven from their homes by the fighting, Douglas Alexander, the International Development Secretary, said.

At his height Prabhakaran built the Tigers into arguably the most effective terrorist organisation in the world. He pioneered the use of suicide bombers, plotted the assasination of Rajiv Gandhi, the Indian Prime Minister, and at one time commanded about a third of Sri Lanka as he strove to build a separate Tamil state in the north of the country.

His campaign for an ethnic Tamil homeland, which he said would free the ethnic minority from the oppression of Sri Lanka’s Sinhalese Buddhist majority, cost more than 70,000 lives over 26 years.

The continuation of fighting today cast doubt on a dramatic statement made by the Tigers’ chief of international relations yesterday, which appeared to indicate that the rebels were surrendering.

Selvarasa Pathmanathan, who is thought to be hiding in Malaysia, said in a statement published on the Tamilnet website that the Tigers’ fight for an ethnic homeland had reached its "bitter end".

He added: "We have decided to silence our guns …Our only regrets are for the lives lost and that we could not hold out for longer."

Pathmanathan yesterday said that Prabhakaran, who has lived underground since 1972, was still alive, along with 2,000 fighters.

Pro-Government newspapers in Sri Lanka today likened the defeat of the Tigers to the feat of landing a man on the moon. Mahinda Rajapaksa, the country’s president, is expected to give a proclamation of victory in Parliament today or tomorrow.

But many are asking at what cost the Tigers, who are designated as a terrorist organisation by more than 30 countries, including the UK, have been vanquished.

A UN spokesman said yesterday that the organisation was “scrambling” to supply aid for an estimated 300,000 civilians displaced by the conflict in recent weeks.

Citing the poor physical condition of 130,000 people who escaped the conflict zone in mid-April, UN officials said that many of those who fled at the weekend would require urgent medical attention for battlefield injuries and malnutrition. The army says that only a few need hospital care.

Meanwhile, attitudes among ordinary Sri Lankans to the conflict’s bloody climax are divided.

Among some Sinhalese in Colombo, the capital, where government workers had spent yesterday morning decking the streets in bunting and national flags, the mood was jubilant.

“It is a great day for our President,” said W. S. C. Bandula, 40, a driver. “The war is over. We can look forward to better lives, better security, a better economy.”

Others were less sure.

“Some of my friends believe the suffering is worth it to beat the terrorists. But I can’t feel any happiness when there has been so much bloodshed,” said Marisa, 27, a Sinhalese office worker.

There are now calls for a political solution to the conflict amid fears that Tiger sleeper cells may be preparing a wave of suicide attacks in the south of the country. Mano Ganesan, a prominent Tamil MP and human rights activist, told The Times: “The war is won but the political conditions [underpinning] Tamil militancy remain undefeated.”

A British air stewardess was sacked for refusing to fly to Saudi Arabia after she was ordered to wear a traditional Islamic robe and walk behind male colleagues.

Lisa Ashton, who worked for BMI, was told that she was expected to wear in public in Saudi Arabia the abaya, a long black robe that leaves only the face uncovered.

She was also told that she should walk behind male colleagues irrespective of their rank, in order to conform with the social codes of the conservative country, The Telegraph reports.shton was instructed to consider the abaya as part of her uniform when flying to Saudi Arabia, but she informed her managers that she considered the requirement discriminatory, and was worried that Saudi Arabia was not safe to travel to because of the danger of terrorist attacks.

Pakistan President Asif Ali Zardari on Monday said the country's intelligence agencies believe Al Qaeda leader Osama bin Laden is dead but acknowledged they had no evidence to prove this.

"The Americans tell me they don't know, and they are much more equipped than us to trace him. And our own intelligence services obviously think that he does not exist any more, that he is dead," Zardari told reporters. "But there is no evidence, you cannot take that as a fact," he said. "We are between facts and fiction."

Zardari was responding to reports that Pakistani Taliban in the troubled Swat Valley have said they would welcome bin Laden if he wants to visit the former Pakistani hill resort which is now in the hands of Islamists. "The question is whether he is alive or dead. There is no trace of him," the president said.

Karunanidhi ends fast after SL says operations have concluded

Tamil Nadu Chief Minister and DMK President Karunanidhi on Monday went on a sudden fast early this morning demanding ceasefire in Sri Lanka and called it off after six hours once the island government announced that combat operations have concluded.

"The fast has come to an end in view of the fact that the Sri Lankan government has announced an end to the war," said Karunanidhi reading from a statement from a bed at the fast site at the Anna memorial on the shores of Marina.

The 85-year-old leader called off the fast at 1230 hrs, six hours after he began it demanding an immediate end to the ongoing war in Sri Lanka where he said innocent Tamils were being killed.

Home Minister P Chidambaram said the Sri Lankan government's statement meant that it is end and cessation of hostilities which Indian interlocutors had been urging.

Karunanidhi's announcement was hailed by the huge crowd of DMK activists gathered near the memorial to late C N Annadurai. The DMK workers had been shouting slogans urging him to withdraw his fast.

The fast also undertaken by leaders and workers of the state was also called off.

Indian Bank scam main accused arrested in France

The CBI achieved a major success in the Rs 13-billion Indian Bank scam with the arrest of the main absconding accused of the scandal M Varadarajulu of the MVR Group of Companies by French authorities near Paris.

Terming this as a major success, CBI spokesman S M Khan told reporters on Friday that the agency would soon be moving the French government for his extradition.

The 60-year-old Varadarajulu alias 'MVR', a major defaulter with an exposure of around Rs 4.68 billion, had been evading arrest for last four years and the CBI had secured a 'red corner' notice against him in 1998 besides cancelling his passport.

The accused, belonging to Tiruvarur in Tamil Nadu, had been staying in France under the assumed name of 'Louis Jalu' and had also managed a French passport in March 2001, Khan said.

He was arrested in the suburbs of Paris and a French magistrate sent him to detention pending a request from Indian authorities for his extradition.

Varadarajulu had fled the country immediately after the scam came into light, Khan said adding the CBI has registered 13 cases against him which involved his 15 Indian companies.

The agency has in all registered 45 cases in the Indian Bank scam out of which chargesheets have been filed in 21 cases, the spokesman said.

He said the accused had been staying in Singapore after managing a permanent residence status there. However, he fled the country immediately after the ministry of external affairs cancelled his passport and asked the Singapore authorities to extradite him.

Khan said that the accused had been travelling under assumed names to Dubai, Hong Kong, Thailand and The Netherlands on different passports.

The CBI alleged that the accused used to take loan from the Indian Bank and never returned it causing a colossal loss of Rs 4.68 billion to the bank.

Khan said the agency had enough evidence that the accused had entered into a criminal conspiracy with the then chairman and managing director of the bank M Gopalakrishnan (already arrested and now out on bail) and the duo had allegedly cheated Indian Bank.

He said in the absence of any extradition treaty with France, the CBI will send papers for his extradition through diplomatic channel.

The developments of the Indian Bank scam case are closely monitored by the Supreme Court.

The Central Bureau of Investigation on Saturday arrested Regional Passport Officer (RPO) of Chennai, Sumathi Ravichandran, her husband and Medical Officer in the Chennai Corporation, Ravichandran, and two travel agents on charges of corruption.

They were produced before a special judge and remanded to judicial custody.

According to a Superintendent of Police of the CBI, Fathima Muzaffar Ahmed, a travel agent of Ahmed World Travels, T.Nagar, allegedly demanded Rs.9,000 as bribe to be paid to the Regional Passport Officer from P.Lakshmanan of MGR Nagar, who had applied for a passport under the tatkal scheme. This was in addition to the prescribed fee and service charge of Rs.1,000.

Mr.Lakshmanan lodged a complaint with the Superintendent of Police (Anti-Corruption Branch), S.Murugan, and a special team was formed to investigate it.

Ms.Ahmed took the applicant to the Passport Office at Shastri Bhavan at 4 p.m. on Friday. Though Ms. Sumathi Ravichandran was not present, she had allegedly given instructions to the Deputy Passport Officer, Rukmangathan, to process the application brought by the agent. It was cleared for issue of passport under the tatkal scheme.

At this stage, the team took Ms.Ahmed into custody and searched her office. A sum Rs.9,000, which was the alleged bribe, was seized.

Officials later searched the residence of the RPO at Kilpauk.

During the operation that commenced late on Friday night, CBI officials recovered cash and documents.

The team also searched the clinic of Dr.Ravichandran on Greams Road.

Investigators are checking at random the profile of applicants who were given tatkal passports in recent months. Raju, a travel agent allegedly associated with Dr.Ravichandran, has also been arrested.

Hundreds who fled intense fighting in Sri Lanka’s war zone were awaiting evacuation from this tiny coastal village on Friday as the UN reported that nearly 6,500 ethnic Tamil civilians were killed in the last three months.
The UN estimates that 50,000 people are still trapped in the war zone after more than 1,00,000 fled earlier this week, spokeswoman Elisabeth Byrs said. The Sri Lankan government had said it estimated that only 10-15,000 people remained in the war zone.
The government said a total of 2,934 civilians escaped from the clutches of the LTTE on Friday and reached the government-controlled areas. “This bought the total of civilians arriving from the uncleared areas during the past four days to a massive 1,06,007,” the Media Centre for National Security said.
At least 6,432 civilians have been killed in the intense fighting over the past three months and 13,946 wounded, according to a private UN document circulated among diplomatic missions in Sri Lanka in recent days.
The UN has declined to publicly release its casualty figures and had no immediate comment on the document.
Civilian deaths have increased dramatically, according to the UN. An average of 33 civilians were killed each day at the end of January, and this figure jumped to 116 by April, the document said. More than 5,500 of those killed were inside a government-declared ‘no-fire’ zone. Shortage of food & medicine in war zone
Puttumattalan: Concern for the safety of civilians trapped in the ever-shrinking war zone has increased in recent weeks as the government pushed ahead with its offensive to crush the rebels. The UN on Friday reported that nearly 6,500 ethnic Tamil civilians were killed in the last three months.

She and other civilians moved with the retreating rebels for months as the advancing army chipped away at the insurgents’ territory, trying to end the nation’s quarter-century of civil strife. The rebels promised the civilians protection, Rajeshwari said. “But they did not keep the promise.”

he Karnataka Government has ordered Judicial Inquiry into last night's group clash at Kyathamaranhalli Extension in the city, Minister for Rural Development and Panchayat Raj Shobha Karandlaje said today.

Talking to newsmen here, she said the incident in which more then 40 houses and four temples were damaged and a number of vehicles burnt would be probed.

Ms Karandlaje, who is also the District Incharge Minister, said the guilty would be booked under law after getting inquiry report. She also held a peace committee meeting in which Congress MLA and Former Minister Tanaveer Sait and leaders of minority community of the Narasihma Raja Assembly Constituency where the incident took place participated.

The authorities had clamped prohibitory orders as precautionary measure and the situation was stated to be tense but under control. The area had been virtually cordoned off with deployment of a large number of police personnel to tackle any eventuality.

Even an April Fool joke is not always as it should be in Kashmir. A prank played by a journalist on the security forces on Wednesday could not only have proved fatal for others, but could also boomerang on him.

A journalist with a New Delhi-based TV channel sent an SMS to a senior army official in Srinagar, saying the fidayeen (suicide squad) had taken control of the Srinagar International Airport.

To send the alarm bells ringing louder, he wrote that former Jammu and Kashmir chief minister and People’s Democratic Party chief Mufti Mohammad Sayeed was among people holed up at the airport.

“Five fidayeen have entered ...the airport and former chief minister Mufti Mohammad Sayeed is among the persons holed up there,” read the SMS.

The army immediately cordoned off the airport along with the local police. By then, panic had gripped the airport complex with passengers unable to figure out what was happening. The security forces also zeroed in some “suspects” and kept them under vigil.

Suddenly, the officer gets another SMS from the same journalist, saying, “April Fool”.

IPL to be played outside India

The second season of the Indian Premier League will not be held in India. At the BCCI working commitee meeting today in Mumbai, a decison was taken to stage the tournament outside the country, due to extraordinary circumstances.

"Under the given circumstances, the BCCI is not in a position to either play a truncated IPL or to cancel the second edition of the IPL. It is a matter of great regret that, in the prevailing atmosphere, where the government is expressing concern for providing security to the IPL matches, the BCCI is left with no other option but to conduct the Indian Premier League in another country," the board stated in a media release.

England, South Africa and the MIddle East have emerged as the frontrunners to host the event. Discussions between the BCCI and the respective boards will get underway and a decison is likely in two to three days. "All 59 games will begin at 4:00 pm IST and the second game will begin at 8:00 pm IST as per schedule," said Lalit Modi, the IPL commissioner. He also said there will be no changes made to the format or the schedule. An official announcement is expected soon.

IT corridor

IT Corridor is an road project connecting Chennai ( near madhya kailash) with Mahabalipuram in Tamil Nadu over a length of 45 km. It was earlier called as Old Mahabalipuram Road (OMR), starting from Madhya Kailash Temple Junction on Sardar Patel Road in south Chennai and ends in East Coast Road near Mahabalipuram.

TIDEL Park, along with number of BPO and IT/ITES companies was situated in OMR and hence this project provides the facilities for almost all major IT/ITES Companies which are already running in OMR and also for new ones to come up along the IT Corridor. There are also Prominent Institutes and educational institutions such as sathya bhama,Hindustan are also situated in this Corridor.SIPCOT has developed a Cyber City, with over 2000 acres in Siruseri, in the OMR making IT Corridor project to be implemented in world class standard.This project was going to be implemented in two phases.
In Phase-I, from Madhya Kailash Temple Junction to Siruseri will be six laned with median, service road, and pedestrian footpath. The ECR Link Road will also be improved to dual two lane carriageway.Its main aim is for the free flow of traffic in OMR and drawing huge investment from IT companies.For the free vehicular flow,it has proposed to construct a flyover at Thiruvanmiyur Road Junction.
Another feature of the Project is provision of service trenches for laying all types of cables thus avoiding digging in future.

Fifth Generation Fighter Aircraft (FGFA)

The Fifth Generation Fighter Aircraft (FGFA) is a fifth-generation fighter which is being developed by Russia and India. It is a derivative project from the PAK FA being developed for the Indian Air Force (FGFA is the official designation for the Indian version). The program is initiated to develop a fifth generation fighter aircraft to fill a role similar to that of Lockheed Martin's F-22 Raptor and the F-35 Lightning II, the world's first fifth-generation fighter jets. According to HAL chairman A.K. Baweja shortly after the India-Russia Inter-Governmental Committee meeting on 18 September 2008, the Russian aircraft will be a single-seater, the Indian FGFA will be a twin seater, but not a trainer version of the Russian counterpart. Two separate prototypes with minimum common technology will be developed, one by Russia (designated the Sukhoi T-50) and a separate one by India (designated FGFA).

Design

Although there is no reliable information about the PAK FA and FGFA specifications yet, it is known from interviews with people in the Russian Air Force that it will be stealthy, have the ability to supercruise, be outfitted with the next generation of air-to-air, air-to-surface, and air-to-ship missiles, and incorporate an AESA radar. The FGFA will use on her first flights 2 Saturn 117S engines (about 14.5 ton thrust each). The 117S is an advanced version of the AL-31F, but built with the experience gained in the AL-41F program. The AL-41F powered the Mikoyan MFI fighter (Mikoyan Project 1.44). Later versions of the PAK FA will use a completely new engine (17.5 ton thrust each), developed by NPO Saturn or FGUP MMPP Salyut.

There are various crimes in the world. Among those, Cyber Crime is the one which is an unavoidable problem in the cyber world. Crime refers to action which is performed against law. It consists of specific crimes dealing with computer and networks. In addition to cyber crime there is also ‘Computer-Supported Crime’ which covers the use of computers by criminals for communication and document or data storage. There are various types of cyber crimes. Some of them are as follows,

1. HACKING: It means an illegal intrusion into a computer system or network. Equivalent term for hacking is cracking. It also means act committed towards breaking into a computer or network. Hackers write or use ready made computer programs to attack the target computer. They hack for personal gains such as stealing the credit card information, transferring money from bank accounts to their own account followed by withdrawal of money.
2. CYBER STALKING: Cyber Stalking can be defined as the threatening behavior of the cyber criminal towards the victim by using internet services. Stalking refers to the repeated acts of harassment targeting the victim such as following the victim, making harassing phone calls etc.
3. PHISHING: The act of sending an email in an attempt to make the user into surrendering private information that will be used for identity theft. For example the user gets an email. The email directs the user to visit a website where they are asked to update personal information, such as passwords and credit card information. The website is a fake one and set up only to steal the user’s information.

Software Piracy, Internet Relay Chat Crime, Virus Dissemination, Net Extortion, Credit Card related crimes are other type of crimes. The various groups of hackers include Children’s and adolescents between the age group of 6-18 years, organized hackers and professional hackers.

As we all know that “Prevention is always better than cure”. It is always better to take certain precautions while operating the net. To prevent cyber stalking avoid disclosing your identity to strangers in public places. Avoid sending any photograph online particularly to strangers as there have been chances of misuse of the photographs. Avoid sharing your credit card information, passwords, and addresses in public sites to prevent phishing. If any strangers are black mailing or threatening you then inform immediately to the crime service. If you follow some these precaution measures, then you can prevent cyber crime.

Chamiers road flyover

The city will have another flyover soon. The Chennai Corporation is set to begin work on a flyover to link Cenotaph Road and Turnbulls Road at the junction of Chamiers Road in Nandanam in mid-February.
Metrowater, which has already begun shifting water and sewage line connections by closing off Cenotaph Road till Tuesday, will take up the shifting of water and sewage lines on Turnbulls Road during the weekend to enable Mumbai-based Gammon India Limited to begin work on the Rs 14 crore flyover. Removal of the median on a stretch of Turnbulls Road is also in progress.
Gammon India Limited, which has constructed three flyovers in T Nagar, has been asked by the Corporation to complete the one at Cenotaph Road-Turnbulls Road in nine months.
Though the new flyover will reduce traffic congestion on the busy stretch, vehicle users are more worried about the traffic diversions during the flyover work.
While the traffic police said route diversion was unavoidable and appealed to vehicle users to cooperate with the authorities, corporation commissioner Rajesh Lakhoni promised to try and minimise the traffic problems in the area till the flyover was completed.
“Foundation work of the flyover will take two months for completion after which we can consider allowing traffic on the usual route,” he told The Times of India.
The corporation has already paid necessary charges to the Tamil Nadu Electricity Board and Chennai Telephones to shift electricity and phone lines. The two departments have already shifted some of the posts and wire connections to enable the flyover work to begin. The rest would be shifted after work begins.
The civic body is in the process of acquiring 20,400 sq ft of land from either side of the two roads while some affected persons have filed a case in the Madras high court. The case will come up for hearing on January 29.
Originally, the flyover was planned on Chamiers Road. It may be noted that a stretch of Chamiers Road from the Nandanam-Anna Salai junction to Cenotaph Road was made oneway during August last year and that had resulted in reduction of traffic congestion to a great extent on Chamiers Road and Cenotaph Road.

A Hindu backlash hits Sonia Gandhi

India — Since the advent of the rule of the Mughals a millenium ago, central policy in India has discriminated against the Hindu majority within the country. The Mughals favored those of Turko-Iranian origin, followed by those who converted to Islam. The British, during two centuries of rule, implemented policies that deprived all except those of European origin of basic human rights.

Much has been made in Indian history texts of the cruelty of the 1857 mutineers against colonial rule, who killed around 300 individuals of European descent during a brief spasm of violence. But little mention is made of the retribution that followed, in which an estimated 65,000 natives were killed, some from the mouths of cannon. Several "rebel" villages were torched, usually together with their inhabitants.

Neither has there been much reflection on the manner in which British rule reduced India to poverty. From around one-fourth of global output at the start of the 19th century, the share of the subcontinent fell to one-tenth of that by the time the British flag was lowered in New Delhi in 1947.

Independent India's first prime minister, Jawaharlal Nehru, had been educated from boyhood in Britain. He was so insecure after the British left that he requested the last viceroy of India, Louis Mounbatten, to remain as "free" India's first governor-general and commander-in-chief of the armed forces. British control over the Indian army helped to prevent the full takeover of Kashmir by India in 1948, creating in the process a sore that has festered ever since.

Nehru also relied on British economist Nicholas Kaldor to fashion tax policies that punished the very merchant class that had funded the Congress Party's decades-long struggle against the British. Ironically, the new government was as hostile to Indian entrepreneurship as the colonial power had been, and the country's economy was soon straitjacketed by a "socialist pattern of society."

While laws were passed that overrode Hindu customs ( including, it must be said, retrogressive ones such as caste), Nehru took care to exclude the Muslims and other minority groups from such legislation, thus retaining the separatist mindset which had resulted in the creation of the "Muslim" state of Pakistan out of "Hindu" India.

As a consequence of carrying forward policies that saw the Hindus as a threat and therefore sought to place them on a level below those of the minorities in India, while Hindu temples are subject to state control, churches, mosques and other minority houses of worship remain free. Several ancient temples are now administered by atheists or other non-Hindus in states across the country, and the donations that pour into them from Hindu devotees are sequestered by the state. In education, while Hindu managements face severe restrictions and controls, managements that are Christian or Muslim escape almost all such state-mandated limitations on their freedom.

Since Sonia Gandhi took over the governance of India in 2004 and appointed a prime minister from a minority faith, there has been an explicit bias in policy favoring minority groups at the expense of the Hindu majority, and a conscious effort to sideline officials seen as "practicing Hindus" -- those who regularly visit temples -- on the grounds that they are "Hindu fanatics."

By contrast, almost none of the numerous bomb explosions that have taken place in Congress-ruled cities across India -- such as Mumbai, Delhi and Hyderabad -- have been traced to the perpetrators, because of an informal prohibition against "stereotyping" that prevents the police from intensive investigations in the mainly Muslim localities where the perpetrators are believed to be sheltering.

Such "partial" secularism, in which only Hindus are expected to be secular while Muslims and other minorities remain free to practice exclusionary practices, has led to a Hindu backlash across India. This found its first major expression in the Dec. 23 verdict of the electorate of Gujarat state, who re-elected the state's chief minister, Narendra Modi, despite a well-funded rebellion within the ranks of his own party, the Bharatiya Janata Party, as well as the enmity of almost the entire television and print media.

The media correctly see him as posing a possibly fatal challenge to the Nehruvian policies that were embraced by the first BJP prime minister, Atal Behari Vajpayee, who was as deferential toward Sonia Gandhi's interests as members of her own Congress Party had been in the past. Modi thus challenges not only Sonia Gandhi but the Vajpayee cohort in his own party, who have for decades enjoyed a cozy and lucrative relationship with the Nehrus.

Despite occasional public posturing, in practice, the present crop of BJP leaders has been content to share in the spoils of the present Nehruvian state system. All, that is, except Narendra Modi, who defied his party leadership in making Sonia Gandhi and Manmohan Singh -- both of whom, being Christian and Sikh respectively, belong to minority groups -- the target of his verbal barbs, despite strictures from the Sonia-friendly Election Commission.

Wresting Gujarat from this potent challenger was crucial to the continued salience of Nehruism, but the strength of the Hindu backlash against policies that penalize the majority community ensured a handsome win. The results have led to apprehension throughout the Nehruvian establishment, including almost the whole of the English-language media, that "Moditva" may spread to other states.

It may even within the next five years lead to a takeover of the central government by the Gujarat chief minister, who comes from near the bottom of the Hindu caste ladder, but who has emerged as the favorite of tens of millions of Hindus irrespective of caste, who seek parity with the minorities in running their houses of worship or educational and other institutions.

As Malaysia has shown, the advent of globalization and the demonstrated ability of Hindus to compete with the rest of the world have led to a renewal of confidence in a community of 840 million that has been kept at the margins for more than a millennium. The message of Gujarat is that the cry for parity by the Hindu community in India has become a political wave that could upset the Nehruvian system of partial secularism that has prevailed in India since 1947. Dec. 23, 2007 is a genuine turning point in the politics of the world's largest democracy.

The Tamil Nadu Urban Infrastructure Financial Services Limited has awarded the contract to Wilbur Smith Associates for preparing a feasibility report for the four circular bus corridors in Chennai and the detailed project report for the first leg of this Bus Rapid Transport System (BRTS), which starts from Adyar and extends up to Porur through Ramavaram.

One among three bidders

Wilbur Smith Associates were one among the three bidders.

Government sources told The Hindu that the decision had been taken not to disturb the Adyar creek, and especially not to lay the BRTS corridor along the river front abutting the Theosophical Society.

However, the plan to begin the corridor from the proposed highway connecting Srinivasapuram at Foreshore Estate to East Coast Road remains.

Feasibility report

The alignment of the first leg of this stretch will be decided when the consultants submit the feasibility report in February.

The detailed project report is expected to be submitted in April. It was earlier proposed to build a dedicated bus corridor on both sides of the river up to Ramapuram, and from thereon on an elevated corridor up to Porur.

The stretch from the Adyar to Porur is 11.5 km, and it is estimated to cost Rs. 40 crore a km.

Anil Kumble retires from cricket

Anil Kumble, India's Test captain, has announced his retirement from international cricket and will not play the last Test of the series against Australia in Nagpur. His announcement came during the fifth day's play in Delhi, the scene of his greatest bowling effort, at the end of which he was carried off the field by teammates in an emotional farewell.

Mahendra Singh Dhoni will now lead India in the Nagpur Test as they hold on to their 1-0 lead from Delhi.

In 132 Tests, Kumble took 619 wickets, the most among Indians and third on the all-time list. He also led the team in 14 Tests, but struggled with the ball in 2008, taking 28 wickets in ten Tests at an average of 50.57.

He was also plagued by injury concerns during the current series - picking up a shoulder injury in the first Test in Bangalore and injuring his finger in the third Test in Delhi - which ultimately sealed his decision to retire. "It's a tough decision when you have played 18 years of cricket and been so competitive. But my body helped make the decision and also, this [finger] injury," he said at the post-match presentation ceremony.

He captained India to three wins, with the 72-run victory at Perth against Australia in January undoubtedly one of the high points during his reign.

The legspinner was also the second player in history, after Jim Laker, to bag 10 wickets in an innings when he ran through Pakistan in the second innings at the Feroz Shah Kotla in Delhi. A fitting farewell that his last match was also at the same venue.

In December 2001, in Bangalore, he became India's first spinner to take 300 Test wickets, and a year later, he became the first to do so in one-dayers. In August 2007, at The Oval he went past Glenn McGrath's 563 wickets and in January 2008 crossed the 600 mark, to stand behind only Shane Warne and Muttiah Muralitharan, emphasising his contribution to spin's golden era. The Government of India, Ministry of Shipping, Road Transport and Highways
has proposed to construct an Elevated Expressway from Chennai Port to Maduravoyal
and included it in the NHDP Phase-VII. This Elevated Expressway was originally
proposed to be constructed from Chennai Port to Maduravoyal along the banks of
Cooum River. The Government have also in the G.O read above, granted in principal
approval to the NHAI for using one side of the Cooum River as per site conditions for
construction of the Elevated Expressway subject to certain conditions. But now, the
NHAI has proposed to change the alignment in such a way that the Elevated
Expressway would pass-over the existing Poonamallee High Road from Maduravoyal to
Koyambedu and then go along Cooum River. The estimates of the project have been
worked out at Rs.1468 crores including the R&R and LA components amounting to
Rs.345 crores. The NHAI has therefore requested to issue an appropriate amendment
to the G.O read above. The Chairman, Chennai Port Trust has requested the consent
of the State Government to share the cost of Land Acquisition and R&R on the basis of
50:50 between Chennai Port Trust and Government of Tamil Nadu. He has also
requested the State Government's support for shifting of utilities, erection of
encroachments etc.

Investigators in India might have their best chance yet to trace those Indians who have stashed away millions in the tiny tax haven of Liechtenstein, a small landlocked country between Austria and Switzerland, provided the Manmohan Singh government asks for the information on offer.

The dope on hundreds of rich Indians who have black money parked in Liechtenstein could be made available to the authorities here as the German government, which has obtained a list of account holders at Liechtenstein’s LTG Bank, is willing to part with the names.

Several countries including the US, the UK, Canada, Italy, Norway, Sweden, Finland and Ireland have already used the opportunity to zero in on their citizens who have evaded taxes and smuggled their wealth to the principality, the sixth-smallest country in the world. But Transparency International says India has maintained 'a stoic silence over the issue and has not approached the German government for this data'.

Expressing concern over the Indian government's apparently lackadaisical attitude in getting after offenders who have cheated the tax authorities of millions of dollars is quite surprising and the Indian chapter of TI - an organization campaigning to reduce corruption - has urged the government to take all necessary steps to seek the data.

Admiral R H Tahiliani, chairman if TI India and a former navy chief, said: ‘‘This money belongs to the people of India and it is possible that it has been tucked away in this distant country by those who have acquired it illegally and are now evading taxes.

"There should be complete transparency and accountability about this money and it is for the government to find this out and inform people," Admiral Tahiliani, said, referring to the black money stashed away abroad.

Indeed, the offer looks too good to refuse. It is a bit like being served secrets on a platter and if the government does not waste time looking a gift horse in the mouth, it could get data that might otherwise never be accessed given the laws that protect tax havens that often require specific proof of criminality.

In fact, the dice is invariably loaded against investigators - for example the Hindujas were able to delay proceedings in the Bofors case by challenging each application filed by CBI.

Suspecting that the government's chariness could stem from fears that influential politicians and industrialists might be compromised by the Liechenstein data, TI has, in a statement, said: "It is alleged that this money belongs to rich and powerful politicians, industrialists and stock brokers and that is why the reluctance on the part of government of India (to get details from Germany)."

Liechtenstein, like Switzerland, St Kitts, Canary Islands, Antigua and Bahamas, has been a haven for wealthy people to hide their ill-gotten wealth away from the prying eyes of tax authorities. Referring to reports, TI mentioned that German intelligence agency - BND - has details of about 800 clients of LTG Bank - run by Liechtenstein’s ruling dynasty - and prosecutors are using this information to target suspected tax evaders.

"The ministry of finance and PMO have, however, not shown much interest in finding out about those who have their lockers on the secret banks of Liechtenstein which prides itself in its banking system," TI said.

Referring to such banking systems, TI also said that secretive and non-transparent tax havens could be used for money that is related to drugs and terrorism. These accounts have been frequently used to channel money for purchase of arms.

IT Corridor is an important road connecting Chennai with Mahabalipuram in Tamil Nadu for a length of 45 km. The road, earlier called Old Mahabalipuram Road (OMR), starts from Madhya Kailash Temple Junction on Sardar Patel Road in south-east Chennai and terminates on East Coast Road near Mahabalipuram.

In Phase-I, the 20.1 km between Madhya Kailash Temple Junction to Siruseri is being widened to dual three lane carriageway with median, service road, non-motorised vehicle (NMV) lane, pedestrian footpath and planter strip. The ECR Link Road will also be improved to dual two lane carriageway.

It is also proposed to construct a vehicular underpass at Thiruvanmiyur Road Junction. Besides, four or five pedestrian subways are also being planned.

Another significant feature of the Project is the construction of service trenches/ducts for conveying utility lines including electrical, telephony and optic fibre cables/wires so as to avoid digging in future. The water and sewer lines would be conveyed under the footpath.

Extensive landscaping and arboriculture, road side arts and sculpture works and value added services are also being proposed. A ten lane state-of-the-art toll plaza would be located at Perungudi along with a modern Toll Administration-cum-Office Block.

ITEL is also responsible for implementing a comprehensive Rehabilitation and Resettlement Plan for rehabilitating project affected families/structures.

Besides, a number of community development initiatives have also been included in the project scope. A solid waste management project on pilot basis is structured for the Karapakkam Village. Community tree plantation for seven villages along the Corridor is also being proposed. The Government School in Thoraipakkam and Panchayat School in Navalur would be rehabilitated as part of the Project.

The estimated Project Cost of Rs 250 Cr will be funded by contribution from GoTN, TNEB and Service Providers and term loans. This cost excludes cost of land acquisition and rehabilitation and resettlement which are being fully borne by GoTN.

The implementation of IT Corridor Project is in progress and is expected to be completed by late 2008.

Part of this project will be underground and the remaining on elevated portions. The alignment and stations given above are tentative and subject to change during detailed design and execution

The estimated cost of this project (in March 2007 prices) is Rs.9,757 crores. Of this, the Central and State Governments together are expected to contribute about 40%. The balance amount of the expenditure is expected to be met by a loan to be granted by the Japan Bank for International Cooperation.

Tentatively, the project is programmed for completion in the financial year 2013-2014.

Major fire broke in saravana stores,t.nagar

A major fire which broke out in a commercial complex in T Nagar early on Monday morning, raged for more than nine hours, exposing the complete lack of compliance with safety norms and civic guidelines by the building’s owners.
Saravana Stores, a multi-storeyed shopping complex, and an adjacent building which housed more than 80 shops on Ranganathan street were gutted in the blaze. Police sources said no one was injured, though two people are missing. The loss of property is estimated at Rs 1.5 crore. At least 15 employees who were staying on the fifth floor of Saravana Stores were rescued. Fire and rescue officials are yet to reveal the cause of the fire.
Experts said the accident was waiting to happen as T Nagar has many buildings that flout fire safety norms and development rules. Most of them exceed the floor space index and do not have the mandatory seven-metre space around the building to allow for movement of service and rescue vehicles. Many shops do not upgrade their transformers and wiring to handle the load of extra electrical fittings, which could lead to short circuits. A maze of narrow streets and huge crowds add to the problem. Police and fire service personnel say it could have been a major tragedy if the fire had broken out during working hours.
Inspector R Srikanth attached to the West Mambalam police station (law and order) reached the spot at 6.05 am. “I noticed the blaze on the third floor of Lucky Plaza. The security guard in Saravana Stores said employees stayed on the fifth floor. The power was out. We went in to rescue the sleeping employees. Twelve employees were brought down,” he said.
Fire and rescue service personnel said they received a call at 6.10 am on Monday from passers-by who noticed thick black fumes coming from the third floor of the five-storey Lucky Plaza complex located adjacent to Saravana stores.
Fire personnel rescued two other employees of Saravana Stores, who were stuck on the third floor. Another employee was rescued after breaking in through the terrace.
Police commissioner R Sekar said, “At least 300 police personnel have been deployed to assist the fire and rescue personnel. The police and fire service personnel rescued at least 15 people. No one was injured in the incident.”

This clover leaf grade separator was the first project to be taken up in india by the NHAI in chennai and it becomes first place in india to get cloverleaf grade separator.
This project cost was Rs.259 crores and was to be completed by september and it may take november for opening the whole flyover to traffic.It will decongest traffic bound for air port, anna salai and 100ft road.The land acquisition was major reason for the delay in execution of this project and it comes under access to golden quadrilateral project from chennai.Other than this,there are four flyovers are under construction in padi,airport,koyambedu and maduravoyal.Click here for latest info on kathipara flyover.
